Wilk Weekly Update – January 15, 2014
Governor announced his 2014-15 budget plan
- Governor is planning on investing $300 million in cap and trade taxes paid by California business to fund the high speed rail project.
- Governor is proposing a substantial $11 billion in new debt repayment over 2012-13 and 2014-15 and of this amount he proposes to immediately repay over $6 billion in school district deferrals and eventually paying off the “wall of debt” by 2017-18.
- The Legislative Analyst’s Office recommends that we save $5 billion of the unexpected surplus by the end of 2014-15, and $8 billion by the end of 2016-17 to buffer against the next recession and the end of the Proposition 30 tax increases.
- It is estimated that the state faces a combined $350 billion debt in unfunded state retiree health care and pension obligations. California also owes $10 billion to Washington to repay a loan for unemployment compensation increases during the recession.
New committee assignments
- Assembly Speaker John A. Pérez appointed Assemblyman Scott Wilk to the Assembly Committee on Governmental Organization and to the Select Committee on Campus Climate.
- The main jurisdiction of the Governmental Organization Committee includes the regulation of alcohol, Indian gaming, horseracing, gambling, tobacco, public records, open meetings laws, state holidays, outdoor advertising and emergency services/natural disasters.
- The Select Committee on Campus Climate was established to work with University Administrators to re-evaluate diversity programs and safety measures within on-campus housing and throughout the university.
