Sacramento Road Trip 2010 – I-5 Coalition Position

I-5 LOS ANGELES-SANTA CLARITA GATEWAY IMPROVEMENT PROJECT

PROJECT DESCRIPTION: The North Los Angeles County Interstate 5 project proposes to extend the high occupancy vehicle (HOV) lanes on I-5 from the State Route 14 (SR14) Interchange to Parker Road and to incorporate truck climbing lanes from the SR-14 Interchange to Pico Canyon
Road/Lyons Avenue. Caltrans is the project lead along with the Los Angeles County Metropolitan
Transportation Authority (Metro).

In November 2009, the FHWA environmentally cleared the project by issuing the Environmental
Assessment/Finding of No Significant Impact (EA/FONSI) for the project.
The total project cost is $456 million. The project has been split into phases due to fund availability.

Phase 1:Truck Lanes; Phase 2: HOV Lanes.

PROJECT BENEFITS: Will mitigate traffic congestion, enhance roadway safety, create jobs (including the direct creation of more than 6,000 jobs), foster economic development, improve air quality, expedite L.A. ports goods movement, and accommodate transportation needs for regional aerospace/defense contractors, homeland security, and emergency response personnel.

TRUCK LANE SCHEDULE: Truck lanes are in design at Caltrans; targeted Ready to List date
(approval to advertise for construction): May 2011; truck lanes groundbreaking late 2011/early 2012; targeted facility opening Fall 2013. Truck lanes (Phase 1) project cost: $130 million
HOV LANE SCHEDULE: HOV design scheduled to begin July 2010; targeted Ready to List January
2012; HOV lanes groundbreaking July 2012; targeted opening Spring 2014. HOV lanes (Phase 2) project cost: $326 million.

FEDERAL GRANT REQUESTS: Caltrans and Metro federal grants requests to Rep. McKeon and
Sens. Feinstein and Boxer:
• House Reauthorization : $12 million
• Senate Reauthorization: $55 million
• FY2011 House Appropriations: $ 1 million
• FY2011 Senate Appropriations : $6.5 million
