Newhall County Water District should be dissolved and its assets taken over by the Castaic Lake Water Agency, says a draft report for an agency charged with overseeing special districts…

 But the report is “an abuse of the municipal review process” which is “completely biased and aimed at creating a water monopoly in the Santa Clarita Valley,” Newhall County Water District President Lynne Plambeck said Saturday.
