But the report is “an abuse of the municipal review process” which is “completely biased and aimed at creating a water monopoly in the Santa Clarita Valley,” Newhall County Water District President Lynne Plambeck said Saturday.
A letter from state Sen. Sheila Kuehl, D-Los Angeles, chair of the Senate Natural Resources Committee, expresses caution over the report.
