As a result of new legislation from Sacramento, one of the measures the William S. Hart School Board is set to discuss is the installation of 50 school buses with Child Safety Alert Systems (CSAS).

SB 1072, known as the Paul Lee School Bus Safety Law, was designed to ensure that no child is left on a school bus once a full route is completed, and also requires specific training for bus drivers.

The bill was enacted as a direct response to the death of a special needs student in Whittier, Calif. who was left in a sweltering bus parked with its windows closed in 2015, according to an L.A. Times article.

“As a result of the tragic loss of a student left on board a school bus unattended, (the law) was enacted,” according to the Hart Board meeting agenda. “The purpose of the law is to ensure that no student is left unattended on board a school bus, a school pupil activity bus (SPAB), youth bus, or child care vehicle; and to provide specific procedures and driver discipline in the case of gross negligence in doing so.”

Each system involves a switch in the back of every bus that would be flipped once the driver has completed their route and walked the full length of bus. Before exiting for the day, the system would ensure that each driver has guaranteed no students remain on board.

The governing board is also set to decide on contracting Raptor Technologies for its visitor management system. The electronic system would ensure that visitors are not on the National Sex Offender Registry, as well as other predefined lists loaded by the District, according to the Board Meeting agenda.

“In an effort to further ensure the safest environment possible for our students and staff, the District has explored the implementation of a standardized process for visitor management to our sites,” according to the board meeting agenda. “The implementation of this new system will help the District to standardize and strengthen its visitor check-in process across all sites.”

The service is currently able to determine whether each visitor is not on the registry or is in violation of any court-order provided to the school site, according to the board meeting agenda. The system will also print a visitor’s badge with picture and destination.

  1. Who in their right mind leaves a child on a bus. If you are a school bus driver it would seem natural to me to go thru the bus at the end of the route to make sure nobody is left on the bus. What happened to common sense? Now there has to be a law for common sense? God help this country!
