Santa Clarita Continues Discussion Of Vista Canyon Sewage Plant For Canyon Country Apartments

In connection with the Vista Canyon Project, a sewage treatment plant is being planned for 1,100 apartment units, according to the Santa Clarita City Council’s agenda from Tuesday’s meeting.

The self-contained wastewater treatment plant is expected to serve the development and service approximately 1 million square feet of retail, office, hotel, restaurant and entertainment use.

The development was initially planned for 950,000 square feet of commercial and medical offices, retail stores, theater, restaurants and a hotel located on the east side of State Route 14, accessible from two exits – Sand Canyon Road and Via Princessa.

When complete and fully operational, the plant will generate approximately 371,000 gallons per day of recycled water. About one-third of the recycled water produced will be used by Vista Canyon, leaving the remainder to be made available to the Castaic Lake Water Agency for off-site recycled water uses.  

Properties within the Vista Canyon development, Wastewater Sewer Fee District and Wastewater Standby District will be subject to an annual sewer charge. This fee will be added to annual Los Angeles County property tax for those residents, beginning on July 1, 2018.

To develop an estimated service rate to charge customers, the Water Board approached Harris and Associates to prepare a report to provide a rate schedule and financing plan to establish rates and collection plan to operate and maintain the plant. Harris and Associates reported the annual cost to be about $2.3 million.

“Under this assessment the maximum annual sewer rate for apartments will be about $337.85 per year, at 0.75 rate per Equivalent Benefit Unit (EBU),” City Special Project District Manager Kevin Tonian said in a previous interview.  

According to a table released in the city council’s agenda, a single family home accounts for 1 EBU/unit, Multi Family draws 0.75 EBU/unit and Senior Apartments use 0.5 EBU’s.

The developer will be responsible for the operation and maintenance of the plant for approximately the first two years after completion. The city of Santa Clarita will then own the plant.

City Council will work on finalizing the plans to form the wastewater facility and will be having a public hearing on November 28, 2017.

Property owners will be able to vote for or against the ordinance to provide revenue for plant maintenance and operation through an annual service fee to customers of the development.
