The Santa Clarita Valley is actually serviced by four separate water retailing agencies: the Santa Clarita Water Division, the Valencia Water Co., the Newhall County Water District and the L.A. County Waterworks District No. 36.

Formerly known as the SCV Drought Committee, the group was formed in 2008 to bring multiple agencies together to jointly respond to drought conditions in the Santa Clarita Valley.

The committee meets regularly to monitor water supply conditions and prepare actions that may need to be taken in the event of drought.

The various retailer and agencies that make up the Water Committee have different targets varying from 24 percent to 32 percent of their overall month-to-month usage. But they are consistent in their call to conserve water during this time of exceptional drought, officials said.

The previous State Water Resources Control Board mandates that prohibited activities such as avoiding irrigation runoff and washing down sidewalks and driveways remain in place.

Furthermore, each agency has developed the means to incentivize individual customer conservation.

Beginning immediately, the following conservation, compliance and enforcement measures are in place:

L.A. County Waterworks District No. 36

L.A. County Waterworks District No. 36 is considered a small water supplier (the target is a 25% reduction).

Two days a week to irrigate

No watering between 10 a.m. and 5 p.m.

Report water waste with phone app (download “The Works”)

Report water waste with phone number: 1-800-675-HELP

Penalties will be applied for violations of the above rules

Newhall County Water District

Resolution No. 2015-3 was approved June 11, 2015 by the Newhall County Board of Directors.

The State Water Resources Control Board requires a 28% reduction.

Three days a week to irrigate

Water Efficiency Target (WET) Program with an adjusted outdoor water use calculation to help meet reduction requirement

Report water waste using an online form

Notify NCWD of water waste with phone app; this is a multifunctional app that also connects customers to conservation tips, rebates and more

Penalties will be applied for violations of the above rules

Grassroots efforts, including canvassing, door hangers and yard signs

Santa Clarita Water Division

Water Conservation Ordinance No. 43 was approved June 10, 2015 by the CLWA Board of Directors.  The State Water Resources Control Board requires a 32% reduction.

Two days a week to irrigate

No more than 10 minutes per station per day

No watering between 9 a.m. and 5 p.m.

Report water waste using an online form

Efforts for compliance and enforcement include system-wide surveys and notification deliveries

Penalties will be applied for violations of the above rules

Valencia Water Company

A Resolution was approved on June 16, 2015 by the Valencia Water Company Board of Directors.  The State Water Resources Control Board requires a 24% reduction.

Two days a week to irrigate

No watering between 9 a.m. and 5 p.m.

Additional Conservation Measures: City of Santa Clarita

The City of Santa Clarita is doing its part to comply with the SWRCB measures and has taken the following actions to reduce its water use:

No irrigation of turf in public street medians (trees are still being watered)

Continued use of weather-based irrigation controllers set to achieve a system-wide reduction of 30%

Reporting Requirements

Urban water suppliers must meet their conservation standards beginning June 1, 2015.

Starting June 2015 through February 2016, each water retailer must compare its water production data to the same period in 2013 to determine if it is meeting the required use reductions.

Given the severity of the current drought, compliance will be assessed both monthly and cumulatively under the emergency regulation.

In addition, the retailers must also report all of their compliance and enforcement efforts. If the retailers fail to file reports as required by the regulation; implement prohibitions and restrictions described in the Governor’s executive orders and the emergency regulation; or meet the assigned water use conservation standard, they will be subject to fines assessed by the State Water Resources Control Board.
