$25K Reward Going To Witness Who ID’d SCV Deputy’s Attacker

Ever wonder if government agencies actually pay out the reward money they offer for “information leading to” …?

Well, on Tuesday, the Los Angeles County Board of Supervisors is scheduled to do just that.

The board is expected to take the action necessary to pay $25,000 in reward money to a witness who provided information that was deemed to be “instrumental in the apprehension and conviction” of a man who earned a 3-year prison stint  for assault and battery on a deputy three years ago on Golden Valley Road.

Here’s the description of the incident:

“On Nov. 11, 2009, at approximately 7 a.m., two suspects assaulted a sheriff’s deputy following a traffic stop near 21048 Golden Valley Road in Canyon Country. The suspect in the driver’s seat claimed he did not have a driver’s license or identification and was asked to step out of the vehicle by the deputy.

“Shortly thereafter, the suspect forcefully attacked the deputy and attempted to get away. A second suspect, who was in the passenger seat, got out of the truck and joined in the attack, striking and kicking the deputy. The two suspects then returned to their vehicle and fled the area.

“It has since been determined that the suspects used stolen and fraudulent debit cards to purchase items at local retail stores just prior to the attack on the deputy.’

Detectives were aided in their investigation by a witness who recognized one of the suspects while watching the news. The witness led detectives to the suspect, who was identified as Musheg Tokhunts.

Tokhunts and the second suspect, Arshazer Karapetyan, were convicted of battery on a peace officer, among other charges.

The Board of Supervisors had authorized a reward for information leading to an arrest and conviction, and the witness, who isn’t identified, filed a claim for it.

The claim went to a panel of individuals representing the sheriff’s office, county administration, county counsel and the Board of Supervisors. The panel recommends the reward be paid – and if the supervisors agree Tuesday, it will be.

Under county code, the $25,000 will be paid in equal $5,000 shares from each supervisor’s district budget.
