Castaic Library, Election Results On Agenda For County Board Meeting

Several decisions regarding local Los Angeles County Public Libraries, the county Fire Department, the recent local elections and water rate increases are on the agenda for the county Board of Supervisors’ Tuesday meeting.

With the 180 day period for Los Angeles County agencies to submit fiscal year-end reports drawing to a close, the county Board of Supervisors will vote on fee changes and updated capital improvement plans, some affecting the Santa Clarita Valley. The board will also vote whether to declare the recently certified results of the Nov. 5 Local and Municipal Consolidated Elections.

Castaic Library Purchase

First on the meeting agenda, the board will decide whether to purchase the building that houses the Castaic Public Library for approximately $2.362 million.

The Castaic Library is currently undergoing renovations that will add parking and nearly double the library’s interior, to be completed in July 2014.

The Public Library also submitted an updated Capital Improvement Plan for unincorporated areas throughout the county, including the Santa Clarita Valley.

In addition to the Castaic Library, a Newhall Ranch Library and a Stevenson Ranch Library are in the works, to be completed by 2020, according to County Librarian Margaret Donnellan Todd’s letter to the board.

Fire Department Fee Increases

If approved by the board, the county Fire Department will raise developer fees for the unincorporated areas of the Santa Clarita Valley.

The fee would go up by 3.7 percent, to nearly $1.03 per square foot.

“…the developer fee rate includes a component to recoup the Fire District’s costs associated with the financing of six new fire stations in the Santa Clarita Valley, four of which have already been completed and are operational,” said Fire Chief Daryl Osby in a letter to the board. “As finance costs can double the cost of a project over a 30-year period, developer fee rates will continue to increase as the finance charges continue to accumulate. Cumulative financing costs have resulted in an increase to the developer fee rate in Area of Benefit 2 of 3.7 percent.”

The fee changes would not take effect until Feb. 1, 2014.

Local and Municipal Consolidated Election Results

The results for the Nov. 5 Local and Municipal Consolidated Elections–reported by KHTS AM-1220 on Nov. 6–were officially certified on Monday by Dean Logan, county clerk and registrar-recorder.

Logan recommends that the board declare those results at their Tuesday meeting.

Locally, Santa Clarita Valley residents voted to elect board members for the Saugus Union School District, Sulphur Springs School District, Newhall School District and Newhall County Water Board.

Water Rate Increases in Acton

Water ratepayers in Acton’s Los Angeles County Waterworks District No. 37 may see their rates increase by a few dollars if the Board approves the changes to account for inflation, a decision continued from the Nov. 18 board meeting.

Water customers in Malibu, the Antelope Valley and Marina Del Rey might also see their rates go up.

“Currently, the Rules and Regulations of the Los Angeles County Waterworks Districts and Marina del Rey Water System… allow the Districts to annually review water rates and make a recommendation to the Board for water rate adjustments,” according to a letter to the board from the county Department of Public Works.

It is expected that Acton’s rates will only go up by 2.8 percent, from an average $63.24 per month to an average $65.01.
