Governor Brown Signs 28 Bills, Vetoes Three

Governor Jerry Brown reviewed over 30 pieces of legislation this week, vetoing some while signing others into law.

Despite the bipartisan support from state senators, Scott Wilk’s, R-Santa Clarita, bill that would have doubled the terms for bond oversight committee members was vetoed by Governor Brown.

While Brown does have a history of using his gubernatorial veto powers against particular Senate and Assembly bills, in 2015-16 the governor utilized the power on only 15 percent of bills passed in the legislative bodies.

Brown explained his decision in a letter to the state senate, calling Senate Bill 341 a “statewide solution to a limited problem.”

Brown’s office, while nixing Wilk’s legislation, has widely supported legislation that impacts Santa Clarita directly.

Brown signed Assembly Bill 398, which keeps cap and trade operating until 2030 rather than letting it expire in 2020. Cap and trade is a five-year program unique to California, which requires companies to buy permits to release greenhouse gases.

The following day, Governor Brown signed into law AB 617, which establishes a “groundbreaking program to measure and combat air pollution at the neighborhood level – in the communities most impacted,” according to the governor’s website.

In April of this year, Brown had ended, through executive order, the drought state of emergency in most of California, including Santa Clarita, while maintaining water reporting requirements and prohibitions on wasteful practices, such as watering during or right after rainfall.

As well as the environmental laws affecting Santa Clarita, legislation proposed by Henry Stern, D-Canoga Park, can be seen having an impact in Santa Clarita.

Stern’s SB 756, which will provide restitution for mental health services to young sexual abuse victims throughout the state, has been signed into law by Governor Jerry Brown after receiving unanimous approval from members of both the State Assembly and Senate, according to officials.
