County May Be Putting The Brakes On Big-Rigs

county_seal_copy_copy_copy_copyThe Los Angeles County Board of Supervisors is considering an ordinance to keep big-rigs off of Angeles Forest Highway and Big Tujunga Road.

According to the ordinance being proposed at Tuesday’s board meeting, …”a person shall not operate a commercial vehicle with three or more axles, or a maximum gross, or combined gross vehicle weight of 9,000 pounds or more on Angeles Forest Highway from Sierra Highway to Angeles Crest Highway, and Big Tujunga Canyon Road from the City of Los Angeles/County of Los Angeles boundary which is north of Mount Gleason Avenue to Angeles Forest Highway.”

In August, 2009 then Governor Arnold Schwarzenegger signed a similar law banning big-rigs from traveling along Angeles Crest Highway to the 210 Freeway. This was in response to a fatal crash earlier in the year when 46-year-old Marcos Barbosa Costa, a commercial truck driver, killed 12-year-old Angelina Posca and her 58-year-old father Angel Posca when his truck brakes failed.

Costa’s truck ran a red light at the intersection of Angeles Crest Highway and Foothill Boulevard, it then struck Poscas’ red Ford, dragging it 150 feet. The double-decker truck carrying automobiles collided with six more vehicles before slamming into a bookstore and nail salon.

Costa was convicted on July 28 of involuntary manslaughter, vehicular manslaughter and reckless driving.

The County axle and weight restrictions would not apply to vehicles being operated by a government agency or motion picture, commercial or television production companies whose activities are in areas accessible only from Angeles Forest Highway or Big Tujunga Canyon Road.

The ordinance was drafted after consultation with the California Highway Patrol, Sheriff’s Departments, the US Forest Service and the State of California Department of Transportation. Their desire was to create consistency between commercial vehicle operations on the forest highways (Angeles Crest Highway and Angeles Forest Highway) and a forest road (Big Tujunga Canyon Road) which becomes an alternate route in the event of a closure of Angeles Crest Highway.

Angeles Crest Highway is under state control, while Angeles Forest Highway and Big Tujunga Canyon Road are under county authority.
