Debate Over Approval Method Halts Holy Cross Expansion Construction

Judge’s decision brings hospital construction to a crawl
while LA City Council moves to re-approve plans.

11 months ago, the Los Angeles City Council followed in the
Planning Commission’s steps by approving a 136 bed hospital expansion at
Providence Holy Cross. Now, that very approval has been called into question by
a lawsuit.


The expansion construction began in May, and a steel frame
four stories high has already been erected. At 20% complete, the hospital
facility was moving along ahead of schedule.


But at the urging of an outside group, the method by which
the hospital expansion was approved by the Council has come under scrutiny, and
now it must be re-affirmed by the Los Angeles City Council before construction
can resume.


On Tuesday, Providence Holy Cross officials joined with
employees and now-unemployed construction workers to urge the Council to act



The new patient care wing stands empty, as a Los Angeles City Council procedural dispute has forced a halt to construction.

With the ongoing
shortage of hospital facilities in Los Angeles
County reaching epidemic proportions,
Holy Cross officials say that their expansion must go through to meet existing
needs. They reported that on Tuesday alone the hospital had admitted 255 patients
into their existing facilities, which only offer 254 beds.


Another reason Holy Cross is pressing for the re-affirmation
is that since the expansion’s halt, roughly 150 union construction workers are now
unemployed. Also, they stressed that once the facility is complete, 230
permanent jobs will be created to staff the new patient care wing.


For now, Holy Cross vowed to keep pushing for the ability to
resume construction on the facility, which plans to include a neonatal intensive
care unit, woman’s pavilion, GI lab and an expanded ICU.
