Hart District Plans To Pick New Trustee Wednesday

The Hart district plans to select a candidate at a 3 p.m. governing board meeting Wednesday from a list of 11 men and women seeking to fill Chris Fall’s seat.

There were initially 12 candidates, however Lance Williams withdrew his name from consideration, according to officials with the William S. Hart Union High School District.

The appointment process is expected to take place in a slightly different manner this time around, according to board President Joe Messina.

“We’re going to interview all 11 candidates and the trustees will be putting up their top choice,” Messina said, adding that through the hourslong questioning process, each of the four governing board trustees will be making their own notes or metric for selecting a candidate.

The four trustees currently on the board will be submitting their top choice after the questioning is complete, and Hart district Superintendent Rob Challinor will read each trustee’s name and their top choice, Messina said.

Because each of the trustees know at least one of the candidates, the board members are not telling each other who they are choosing as their top choice in the interest of fairness, Messina said.

There could be a discussion, or it could be as simple as, if all of the board members are unanimous in their top choice, a motion and then a vote to approve a candidate.

If four different top choices emerge, the selection process could be preceded by a lengthy discussion, Messina said.

However, after the four choices are read, at any time, one of the four governing board members may make a motion to nominate a candidate, and then, if the motion is seconded and approved with a majority vote, the candidate would be selected.

The new appointee would then be sworn in at the governing board’s annual Dec. 12 organizational meeting, along with the other two incumbents who were not challenged for the November election, Messina and Robert Jensen.

Fall, who stepped down in August, resigned from his seat before he was faced with a potential conflict of interest violation over a September vote on waste-disposal contract bidding that involved a company for which Fall worked.

This time around, the Hart district expanded the list of questions for potential candidates from three pages to eight pages, seeking to prevent another potential conflict of interest situation from occurring again, Messina said.

Since Fall resigned from what would have been his second term less than two months before the election for that term, Hart district officials are bound by the state’s Education Code to appoint a board member for the full four years of Fall’s term.

The district’s office is located at 21515 Centre Pointe Parkway in Santa Clarita.
