Measure V Oversight Committee Members Named

Five new members to take office at April 28 meeting.

Five newly appointed members will take their places on the Measure V Citizens’ Oversight Committee when the group holds its monthly meeting Monday, April 28 in the Board Room at the Wm. S. Hart Union High School District.

The committee is charged with reviewing expenditures related to Measure V, a school construction and modernization local bond issue passed by local voters in 2001. The committee reviews progress on ongoing Measure V-funded projects, conducts on-site inspections and is charged with issuing an annual report to voters after reviewing the district’s annual audit of construction projects.

The new members, approved by the Hart District Governing Board at its April 2 meeting, include Julian Bond, Michael Hogan, Linda Johnson, Wayne Lee and Carol Malcolm. The five, selected to provide a broad cross-section of the community and experience valuable to the committee’s work, will serve for two year terms.

Bond is a major in the U.S. Army and a four year resident of the Valencia area. He has one child currently enrolled in the Hart District and three younger children who will attend district schools in the future. He has served in a number of administrative positions during his 18 year Army career.

Hogan is president and CEO of Hogan Communications and a member of the Sulphur Springs School District Board of Trustees. He has lived in the Santa Clarita Valley for 20 years and has three children enrolled in the Hart District. During his 10 years on the Sulphur Springs Board, he oversaw four school modernization projects and construction of two new schools. He currently serves as chair of College of the Canyons’ Measure C Oversight Committee.

Johnson is the retired director of manufacturing for Advanced Bionics in Valencia. She has been involved in preparing operating budgets and has served as project manager on construction projects, as well as serving on an oversight committee for continuation high schools in Santa Clara County. She has lived in the Hart District for eight years and is involved with the Parent Advisory Committee at Rancho Pico Junior High School.

Lee is a NASA engineering manager at Jet Propulsion Laboratory and a Hart District resident for nearly 10 years. He served as a charter member of the district’s Measure V Oversight Committee from 2001 to 2005 and is familiar with the district, its expansion plans and challenges of implementing the plan.

Malcolm has been involved with the Mitchell Elementary School PTA and Canyon High School Basketball Booster Club and currently is active on the Parent Advisory Committee and School Site Council at Rancho Pico Junior High. She holds a California teaching credential and currently is working with the City of Santa Clarita to open her own franchise business.

The Oversight Committee meets at 6:30 p.m., generally on the fourth Monday of each month, in the Hart District office at 21515 Centre Pointe Parkway, and all meetings are open to the public. The committee recently elected member Phil Ellis as chair for 2008 and Joe Messina as vice chairman.
