Governor Jerry Brown now has until October 15 to sign a bills that were passed out of the Senate and Assembly by September 15.
Assemblyman Dante Acosta, R-Santa Clarita, elected in November, successfully garnered legislation regarding motorcycle licenses, which was signed into law by Governor Jerry Brown September 1.
The law authorizes the DMV to accept any certificate of satisfactory completion of an approved motorcyclist training program, as specified, in lieu of a driving test on motorcycle license applications.
With regard to a person under 21 years of age, the bill would instead require completion of a novice motorcycle safety training program for issuance of a class M1 or M2 license or endorsement.
Acosta also authored several pieces of legislation that passed in both houses and are awaiting the governor’s signature.
AB 539, AB 1172 and AB 1294 have passed both the Senate and the Assembly, ahead of the September 15 deadline.
AB 539 would make it easier for law enforcement to obtain search warrants for criminal behavior that doesn’t rise to the felony level. That’s a requirement for search warrants; however, this bill would amend the definition of disorderly conduct to include using digital surveillance to invade someone’s privacy, meaning law enforcement officials would be able to obtain a search warrant to prove such a violation occurred, which is currently a challenge.
AB 1172 has the potential to raise local revenues slightly from enforcement measures on Sierra Highway, as well as potentially impact road maintenance. The agreement, essentially would transfer custody of Sierra Highway from the state to the city of Santa Clarita, with an approved agreement.
AB 1294, which Acosta joint-authored with Assemblyman Marc Berman, extend indefinitely a requirement that a manufacturer or supplier of plastic products making an environmental marketing claim relating to the recycled content of a plastic food container product to maintain specified information and documentation in written form in its records in support of that claim. Existing law provides for the imposition of a civil penalty by a city, county, or the state for a violation of those provisions.
Acosta also successfully authored a resolution to recognize Ronald Reagan Day on February 6, and another for Diffuse Intrinsic Pontine Glioma Awareness Week, for the fourth week of May.

Ronald Reagan Day??? I think he was wonderful, but I wonder at the impact of yet another state holiday on the books. (When he was in office, I always wondered who was really in charge. When he deviated from his prepared script, his “underlings” would have to explain that it wasn’t what he really meant, and they would negate his unscripted comments. Sounds families, doesn’t it? But Ronald Reagan didn’t just blow off steam like some of today’s politicians.
