The bill, SB 54, sponsored by Senate Pro Tem Kevin de León, D-Los Angeles, would prohibit law enforcement, schools and all other state and local agencies from using funds or personnel for immigration enforcement.

“These are uncertain times for undocumented Californians and their families,” said the governor. “This bill strikes a balance that will protect public safety while bringing a measure of comfort to those families who are now living in fear every day.”

SB 54 prohibits local officials from asking about a person’s immigration status or from working in many cases with federal immigration agents.

“Discretion” is given to law enforcement agencies to work with immigration officers if the person has been convicted of a felony, according to the author.

The legislation calls for the California Attorney General to publish model policies limiting assistance with immigration enforcement to the “fullest extent possible,” according to the text.

Those policies will be used by public schools, public libraries, health facilities and courthouses, among other state and local agencies.

Senator Henry Stern, D-Canoga Park, voted in favor of the bill, while Senator Scott Wilk, R-Santa Clarita and Assemblyman Dante Acosta, R-Santa Clarita voted against.

The “Sanctuary State” provisions are set to take effect in California on January 1, 2018, while some cities, such as Los Angeles and San Francisco, have already passed similar measures.
