Los Angeles County Seeks Input On The Future Of Voting

L.A. County officials are seeking input from the public on improving the California’s aging voting system in “dire need of replacement.”

The L.A. County Registrar/Recorder’s Office is in search for public opinion on the Voting Systems Assessment Project (VSAP) — a project that would bring the voting system into the 21st century.

“The County of Los Angeles, like most counties throughout the State of California,
relies on an aging voting system that is in dire need of replacement,” said a joint-motion from Supervisors Kuehl and Hahn. “The county is well on its way to modernizing and replacing an outdated voting system that currently serves the largest and most diverse electorate in the country.”

The L.A. County Registrar/Recorder Dean C. Logan, requested input from vendors last week to help inform the County’s upcoming solicitation activity for manufacturing and certification of new voting equipment and services.

“As we begin the next phase of our project, we are excited and interested to hear from the marketplace on their ideas regarding manufacturing components of the new system and what partnership models may be utilized to complete this work,” said Logan. “The input we receive will inform how we will reshape how County voters experience elections in a manner consistent with the voter-focused design work we have already completed.”

The VSAP is an innovative project launched by Los Angeles County to develop a completely new voting experience for Los Angeles County voters; an experience that focuses on the needs and preferences of the voters themselves – and, that is publicly owned and operated, according to the Registrar’s office.

The proposed new voting experience was designed using a human-centered approach that actually engaged voters in the design process. To date, the County has engaged close to 3,500 voters in the project, according to county officials.

“In order to ensure the new voting experience meets the needs of the County’s diverse electorate, we
engaged voters from the beginning,” said Logan. “Voters were also part of the user testing where we
presented various concepts and designs to stakeholders and voters in our community.”

Respondents to the RFI have until Tuesday, May 26, 2017 at 5PM to reply. Companies, firms or individuals interested in responding to or desiring more information on the RFI are advised to visit the VSAP website at http://vsap.lavote.net/request-for-information/.
