L.A. County Proposed Budget Increases Services Expecting Federal Cuts

Los Angeles County supervisors are set to discuss the final approval of the county’s over $30 billion budget next week, which calls for a spending increase due to “uncertainties” at the state and federal levels.

The board is scheduled to adopt the final adjustments to the 2017-18 budget, including Measure H funding, during a special meeting June 26.

On April 18, the county approved the recommended budget designed to strike a balance between services delivery and fiscal sustainability, while providing funding to address critical issues, according to county documents.

L.A. County officials are making up for the “uncertainties” on the state and federal level noting their efforts to advance the county’s strategic goals.

“Despite budgetary uncertainties at the federal and state levels, the county is committed to advancing the ambitious but achievable agenda set by the Board of Supervisors to target key priorities,
including homelessness, child protection and the continuing integration of the County’s health agencies,” said the agenda item.

The county noted how President Donald Trump’s “America First” federal budget, is more “broadly written” compared to most proposals that include funding for individual programs.

“If the President’s budget blueprint were to be enacted, the county would suffer a major reduction in federal funding,” said the item.

The federal budget proposes a 16.2 percent reduction for the Department of Health and Human Services and a 13.2 percent cut for the Department of Housing and Urban Development – the two departments through which the County receives most of its discretionary funding, according to officials.

One of the major program changes in the budget includes increased funding for Children and Family Services, adding dozens of new positions.

These social services, including California Work Opportunity and Responsibility to Kids (CalWORKs), were increased to bridge the gap for funding in expectation of federal cuts, said county officials.

The other biggest change in this year’s budget is the estimated over $300 million in additional sales tax revenue from Measure H.

Approved by voters in March, Measure H is expected to generate approximately $355 million in sales tax revenues annually to fund 21 strategies approved by the Board for homeless services and housing assistance throughout the county.

These ongoing funds will be allocated through a transparent, public process — with mandated accountability — to ensure effective and efficient use every step of the way, according to county officials.

Los Angeles County Supervisors are expected to approve the proposed budget on Monday, June 26 in Downtown Los Angeles.
