Los Angeles County Passes Temporary Rent Control Measure

Los Angeles County passed a temporary rent control ordinance Tuesday, which is set to limit rent increases to 3 percent in unincorporated communities such as Castaic and Stevenson Ranch.

The LA County Board of Supervisors voted 4-1, with Supervisor Kathryn Barger, who represents Santa Clarita as part of the 5th district, voting against the ordinance.

“Concerns about high rents in Los Angeles County must be balanced by the unintended consequences of rent control — which may actually result in reduced housing stock and a negative impact to individual property owners and local economies in communities throughout the county,” said Tony Bell, spokesperson for Barger.

The rent control moratorium is set to last 180 days from its effective date of Sept. 11, unless the board extends the ordinance, according to county documents.

California voters defeated a similar measure, Proposition 10, to enact rent control statewide. Prop 10 failed with 39.3 percent of voters in favor and 60.7 against.

The motion is set to affect unincorporated areas of Los Angeles County, including Castaic, Stevenson Ranch, Val Verde, Acton and Agua Dulce, among others.

The interim ordinance prohibits rent increases in excess of 3 percent above the monthly charge and prohibits more than one rent increase in any 12-month period.

The action applies to any dwelling space that is used for residential purposes, including live-work spaces and mobile homes, according to officials.

The county also regulated the reasons landlords are permitted to terminate certain residential tenant leases.

The measure has a protocol in which landlords can petition for “relief” to allow a rent increase above the 3 percent allowed, if the landlord provides evidence that the current rent rates are inadequate.

The ordinance is set to appear to the Board of Supervisors for an extension before the 180-day period ends, according to officials.

  1. Isn’t interesting that the landlord is the victim here! I grew up in Saugus. My family as been part of this community since the early 1900s. My sisters and I own our family home. I own my home in Valencia. I now live in WA, but this will always be home. I was a teacher/counselor and by no means have money to spend freely. That’s why I live in WA! It costs less, and it is similar to the Newhall/Saugus/Castaic in which I grew. I take great care of my rental. I have a gardener, pest control, pay HOAs, make sure the house is in great shape. My renters moved into a house with new carpet, flooring, fans, patio coverings, remodeled Kitchen & Bath. I pay fire insurance, taxes, earthquake insurance, and more and more taxes, because CA needs to change lawmakers! Now tell me why a measure on rent control was passed? People need to go to trade school, college, gain a skill that pays them more than flipping burgers at McDonald’s. It is possible. I am an example of persistence. It took me 10 years to pay off my education, & 3 years to get a job. Time is going to pass anyway, so do something, but don’t penalize the homeowner. We are already on overload of taxes and fees.

  3. Yes thank you demacrats for bringing out the teens to vote for you . enticing them with dreams of free college,rent and healthcare all at the hardworking Americans expense. You even scamed them into voting for your extra gas tax well done demacrats!
