Plum Canyon Annexation Finalized By Santa Clarita City Council

The Plum Canyon and Skyline Neighborhoods are expected to join the City of Santa Clarita, after the council approved the last step for annexation Tuesday.

The Santa Clarita City Council held a public hearing during their Nov. 13 regular meeting for a proposal to annex about 3,000 acres into the city limits, according to city hall documents.

On April 24, City Council unanimously approved two Plum Canyon annexation agreements and directed staff to submit annexation applications to the Local Agency Formation Commission (LAFCO).

LAFCO is the county-wide regulatory agency that is responsible for coordinating changes in local governmental boundaries, including annexations, consolidations and other boundary changes.

The county agency approved the annexation on Oct. 8 and sent the project back to the city council for final approval.

The over 3,000 acres of land annexed by the City of Santa Clarita includes about 1,300 residential units, according to city documents.

The project would prezone land designated as open space, which would prevent additional sprawl into natural areas, according to city staff.

“There are 80 acres of open space that was part of the annexation which was part of a previous track that we had with the county.” said Frank Su, representing Plum Canyon Master LLC.

The second track of land from Pardee Homes, Inc., And Tri Pointe Homes, Inc., includes 1267 acres of open space, according to officials. Development of the land for public use is not completed yet.

City staff surveyed residents of the annexed communities, noting 77 percent of respondents were in favor of becoming part of Santa Clarita.

Plum Canyon and Skyline Ranch are expected to be included in the City of Santa Clarita limits, said city hall officials.

The Plum Canyon annexation now moves onto LAFCO for final recording.
