This Bill regulates hydraulic fracturing also known as “fracking”, acidizing and other oil extraction practices:
“I commend the Brown Administration for a timely initiation of the process, and I look forward to a thorough review of the proposed long-term regulations and the forthcoming emergency regulations, which are necessary first steps to end unregulated fracking,” Senator Pavley said. “The public, my colleagues in the Legislature and I will watch closely to ensure SB 4 is implemented appropriately to provide the accountability and transparency required by the law.”
The permanent regulations released Friday are designed to take effect in 2015, after a formal notice and comment period is complete, but the Department will also issue emergency regulations that take effect in January 2014.
Beginning in 2014, SB 4 bars fracking and acidizing unless oil and gas well operators test the groundwater before and after operations, notify neighbors and disclose all chemicals used in the process.
The proposed permanent regulations are available at http://www.conservation.ca.gov.
Pavley represents about half of the Santa Clarita Valley in the State Senate.
