Robinson Ranch Housing Property Headed For Annexation

The Los Angeles County Board of Supervisors is slated to clear the way Tuesday for the annexation of 203 acres in Sand Canyon into the city of Santa Clarita.

Known as the Norland-Robinson Road annexation, the area consists of  uninhabited land where the builders of the Robinson Ranch golf course had always intended to develop homes – as well as some acreage owned by the city of Santa Clarita in the Santa Clara River floodplain.

 Located in the unincorporated county territory, it sits south of the 14 Freeway and city limits, east of Oak Spring Canyon Road and west of Sand Canyon Road.

Tuesday’s proposed action consists of a negotiated transfer of the “local” portions of property tax.

The Santa Clarita City Council approved the deal Jan 22, and now it’s the county supervisors’ turn. Portions of the property tax that previously went to the county for the provision of municipal services now would go to the city, which would provide the municipal services.

The annexation area was initially going to be part of a larger, 1,515-acre annexation of land in the Sand Canyon area that included the Soledad Commons acreage (which was annexed last year). The Norland piece was separated out, and the city applied to annex it in October 2011.

At that time, according to a city staff report, “an incomplete, inactive development application has been submitted to develop single-family homes on 88 of the 130 undeveloped acres within the annexation area.”

When the Robinson Ranch Golf Course opened in 1999, its owners planned to build 40 single-family homes on this nearby property. Like several other things in Santa Clarita that were on the books prior to the economic downturn of the past several years, the housing project hasn’t come to fruition – yet.

If the supervisors approve the tax transfer Tuesday, the Local Agency Formation Commission (LAFO) will hold the required public hearings to complete the annexation.
