Runner Bill To Pay For Sex Predator Screenings

Law makes it mandatory to screen predators before releasing from prison.

ImageSenator George Runner’s (R-Antelope Valley) legislation will provide the funding that is needed to implement the strengthened Sexually Violent Predator program. These new public safety requirements in Proposition 83-Jessica’s Law were passed by the voters in the November 2006 election.

“Under Prop 83-Jessica’s Law sexual offenders will no longer be released after they serve their sentence.  They must be screened to determine if they are a sexually violent predator.  Sexually violent predators are then sent to civil commitment indefinitely and not released back into our communities,” said Runner.

Senate Bill 866 will provide the needed funding to ensure sex offenders are not released into the community until they are evaluated to determine if they are a sexually violent predator.  Proposition 83-Jessica’s Law changed the state’s current law where sex offenders will now be screened to determine if they are a sexually violent predator after one victim instead of two victims.

“This legislation is to fulfill the will of the people and implement Jessica’s Law.  Jessica’s Law will improve safety for our children and in our neighborhoods,” said Runner.

The State Senate passed SB 866 unanimously and now the measure will be heard in Assembly Appropriations Committee in the next two weeks.
