The husband & wife team of Senator George Runner & Assemblywoman Sharon Runner, both Republicans from Lancaster, introduced legislation that would strengthen California’s penalties on convicted sex offenders. The Sexual Predator Punishment & Control Act, also known as “Jessica’s Law”, in memory of 9-year-old rape & murder victim Jessica Lundgren, would also require registered sex offenders released on parole to be placed on a GPS tracking system & from living within 2,000 feet of a school or park, for the duration of their registration. Senator Runner said the measure would increase the penalty of life imprisonment for kidnapping for the purpose of child molestation & for assault with the intent to commit sex crimes during a residential burglary. Governor Schwarzenegger announced his support for the legislation Tuesday at a news conference held at the state Capitol.
