Kevin Garrett Buckler, 35, of Green Valley, was arrested Wednesday around 6:45 p.m. and charged with filming or photographing a person in undergarments (without permission).

Sheriff’s Station deputies responded Wednesday to the Kohl’s on the 24200 block of Valencia in Santa Clarita, after reports of a man taking video and photos up women’s skirts without their permission as they were shopping.

Sheriff’s Station officials praised Kohl’s loss-prevention employees for being extremely proactive in finding and identifying the male adult suspect after the alleged crimes occurred.

With help from loss-prevention employees, deputies detained a male suspect pending further investigation.

Ultimately, the Kohl’s employee placed Buckler under a citizen’s arrest for the unlawful photographing for sexual gratification.

“The unknown female left the location without making a purchase, and probably does not even know she was a victim,” said Deputy Josh Dubin of the Santa Clarita Valley Sheriff’s Station in a Nixle news release.

Once the victim is identified this case will be presented to the Los Angeles County District Attorney’s Office for filing consideration and prosecution.

The woman detectives are looking to speak with is described as black or possibly Hispanic, approximately 30 to 40 years old. She was wearing a dress with a black-and-white pattern ending at the knee with black boots. She carried a large purse that was brown and tan in color. She was inside Kohl’s location at approximately 5:50 p.m. on Wednesday.

If you believe the woman described above could be you, please contact Detective Campbell at 661-255-1121 or at dwcampbe@lasd.org

This is all the information that is available at this time, as this is an active investigation.

Photographs of the female victim and the mug shot photograph of the suspect will not be made available.
