Santa Clarita Valley Sheriff’s Station deputies arrested a man who failed to properly register as a sex offender and a woman with separate felony charges in Stevenson Ranch on Tuesday.

John Phillip Chappell, 36, and Deborah Ann Kulick, 44, were arrested and booked on separate charges Tuesday around 9 a.m. at the Sheriff’s Station.
Deputies with the Santa Clarita Valley Sheriff’s Station were conducting a parole check on the 24800 block of Greenbrier in Stevenson Ranch, which was an address they had for Kulick, when the arrests were made. Chappell was allegedly living at the address also, which would be a violation of the terms of his parole, because he was registered at an address in Ventura County.
The pair were arraigned Thursday, when they pleaded not guilty to the charges.
Chappell stands accused of methamphetamine possession and failing to properly register as a sex offender.
Kulick was charged with felony possession of ammunition, according to a criminal complaint filed in Los Angeles County Superior Court on Thursday.
The complaint cites two prior drug offenses on Kulick’s record, making it illegal to be in possession of a firearm or ammunition.
Chappell had two charges listed on the Megan’s Law website: lewd or lascivious acts with a child under 14 years of age, and oral copulation with a minor under 18 years of age.

There are 175 registered sex offenders living in the Santa Clarita Valley, who are classified as one of three levels, according to Detective Dave Campbell of the Santa Clarita Valley Sheriff’s Station’s Detective Bureau.
As a comparison to surrounding cities, Sylmar has 111 registrants, 91 of which are considered “full address” registrants. Lancaster has 369 registrants, 309 of whom are considered full address registrants. Palmdale has 174 registrants, 141 of whom are considered full address.
Chappell’s address listed on the website is 10461 Corvallis Court in Ventura.
Chappell and Kulick pleaded not guilty Thursday at their initial arraignment.
Chappell is being held at Men’s Central Jail facility in lieu of $125,000 bail. Kulick is being held without bail in Lynwood. She’s due back in court in Van Nuys on Friday, according to Sheriff’s Department arrest records.
