Ivan Arroyo, 20, was seen by a nearby business owner who followed Arroyo and notified the Santa Clarita Valley Sheriff's Station. With the help of the sheriff's Aero unit, he was taken into custody near Satinwood Drive and Charles Drive in Saugus.

Arroyo was being held on a felony charge of grand theft and a misdemeanor charge of driving without a license.  He is being held in lieu of $20,000 bail pending future court proceedings.
