The Los Angeles County Board of Supervisors will consider adopting a report Tuesday and an ordinance to levy the annual fees for its three separate Lighting and Landscape Maintenance Districts in the Santa Clarita Valley.

Last year’s assessments totaled roughly $8 million for the maintenance of landscaped medians and parks in the unincorporated Santa Clarita Valley, and county Parks Director Russ Guiney is recommending that a comparable total amount be assessed in the 2012-2013 fiscal year.

Different zones within the three landscape districts pay different amounts based on the relative benefit they receive. The county set its current methodology for assessments in 1979. Zone assessments are subject to a cost of living increase based on the Consumer Price Index, which increased by 2.09 percent from February 2011 to February 2012.

In 1987, most of the county’s landscape maintenance zones, responsibilities and assessments that were within Santa Clarita city limits shifted from the county to the city. Those outside city limits that were in existence at the time, and those associated with subsequent development projects in the county, are  handled by the county – primarily along Stevenson Ranch Parkway, Pico Canyon Road, Copper Hill Drive and Whites Canyon Road.

Property owners can protest the coming year’s fees on or before June 26, when the Board of Supervisors will hold a public hearing on the matter.
