A sewage treatment plant for Vista Canyon, a development expected to add 1,100 apartment units to Canyon Country, is on Santa Clarita City Council’s agenda for Tuesday.

In connection with the Vista Canyon Project, construction of a self-contained wastewater treatment plant to serve the new Vista Canyon development would service approximately 1 million square feet of retail, office, hotel, restaurant and entertainment use.

City Council is tasked with finalizing plans to form the Vista Canyon wastewater facility and setting a public hearing for November 28, 2017. The development was initially planned for 950,000 square feet of commercial and medical offices, retail stores, theater, restaurants and a hotel located on the east side of State Route 14, accessible from two exits – Sand Canyon Road and Via Princessa.
At the November hearing, property owners will be able to vote for or against the ordinance to provide revenue for plant maintenance and operation through annual service fee to customers of the Vista Canyon development. The fee would only affect those living in the development.
When complete and fully operational, the plant will generate approximately 371,000 gallons per day of recycled water. About one-third of the recycled water produced will be used by Vista Canyon, leaving the remainder available for sale. Additionally, the plant will be providing sewage service to an adjacent property to the south of Vista Canyon.
Properties within the Vista Canyon Wastewater Sewer Fee District and Wastewater Standby District will be subject to an Annual Sewer Charge. This fee will be added to annual Los Angeles County property tax for those residents, beginning on July 1, 2018.
At the May 10, 2011, meeting, the City of Santa Clarita City Council approved the Vista Canyon Project. In connection with the Vista Canyon Project, the applicant was conditioned to construct a self-contained wastewater treatment plant.
The Los Angeles Regional Water Quality Control Board, a governor-appointed regional board that permits developments and is in charge of protecting “ground and surface water quality,” throughout the state.
To develop an estimated service rate to charge customers, Water Board approached Harris and Associates to prepare a report to provide a rate schedule and financing plan to establish rates, collection plan to operate and maintain plant. Harris and Associates reported the annual cost to be in the area of 2.3 million dollars.
The Vista Canyon development is expected to house apartment residents rather than single or multi-family homes. Kevin Tonian, City Special Project District Manager, said, “Under this assessment the maximum annual sewer rate for apartments will be about $337.85 per year, at 0.75 rate per Equivalent Benefit Unit (EBU).” according to a table released in city’s agenda, a single family home accounts for 1 EBU/unit, Multi Family draws 0.75 EBU/unit and Senior Apartments use 0.5 EBU’s.
