Los Angeles County Seeks Submissions To Enhance The Future Of Voting

Los Angeles County released a request for proposal to launch a new system for voters by 2020 election to effect the future of voting in the county.

The Voting Solutions for All People, VSAP, was developed by then County Clerk in 2009 to advance an aging voting system and increase accessibility for a growing complex electorate.


VSAP is a five-phase plan to modernize the county’s voting system and the voting experience through a voter-centered approach. Phases 1 through 3 are complete.

Contractors were tasked with developing new systems and programs that will engage over 3,500 voters and provide a voting experience that is secure, accessible and convenient.

Dean C. Logan, Registrar-Recorder/County Clerk testified before the United States Presidential Commission on Election Administration on August 8, 2013, explaining the purpose for launching the VSAP in 2009.

“Plagued by a stalled voting systems market and an aging voting system, in 2009, we launched a voting systems project that set out to transform the market as we know it.” Logan said. “We should be guided by the dynamics of the voting public we serve.”

The new system looks to make voting accessible for citizens with special needs and accommodations, such as: seniors, persons with disabilities, busy schedules and language barriers, according to Logan.

Pre-qualified vendors have until Friday, March 2, 2018 at 2 p.m. to submit proposals for review before a selection is made.

The VSAP program consists of 6 major projects that will enhance and increase voter participation for all voting types.

6 Projects Listed In Request For Proposals, RFP:

  1. Tally System Project — The Tally System will support scanning at a central tally facility, and also seeks to implement a distributed model where voted paper ballots are scanned at remote facilities and transmitted electronically for central tally.

 

  1. Vote By Mail Project — Implements a new VBM program for the County involving a full-face (i.e., contest/candidate names on the ballot) and potentially multi-sheet VBM ballot sent to every voter in the County.

 

  1. ePollbook Project — Leads the effort to identify and procure an ePollbook solution, and will plan and implement its deployment at Vote Centers throughout the County.

 

  1. Ballot Marking Device Project — Manages the engineering, manufacturing, acceptance testing and implementation of approximately 31,100 Ballot Marking Devices and the associated BMD ballots.

 

  1. Interactive Sample Ballot Project — Engineers and implements the ISB solution as a responsive web application and integrates it with existing systems as necessary.

 

  1. Vote Centers Project — Develops and implements a Vote Center Plan, including VBM Drop Off locations, approved by the California Secretary of State.

About Gilbert Bernal

Gilbert A. Bernal Jr. has been part of the KHTS video department since Jan 2017. He was hired as video editor in June 2017 after his four-month internship in the video department. While serving as a video intern, his duties were extended to become a multimedia journalist, producing news videos for KHTS News and Features. Gilbert was added to the KHTS team as part of the station’s continued growth and expansion. An Army veteran, father and local artist Gilbert has dedicated time and energy to volunteering at schools in the Santa Clarita Valley. At Pinetree Community Elementary School, in Canyon Country, Gilbert donated art for school auctions, photographed events and painted murals. At Canyon High, he gave two art demonstrations for the “Yes I Can” organization, a peer counseling class that focuses on learning about disabilities, social inclusion, and tolerance. Starting in Feb 2017 Gilbert launched the “KHTS Man On the Street” video features which gather and reports local opinion of Santa Clarita residents on current issues or events. A return student at College of the Canyons since 2014, Gilbert has been apart of the Media Entertainment Arts department working as a college assistant. After enrolling into the film program in 2014, he was hired to work in the camera equipment room (The Cage). There he helps students with film equipment rentals and technical advice. Gilbert received his associates degree in Film Production from College of the Canyons in 2017. He is continuing his educational path and plans to attend CSUN in Fall 2018 to work for a Bachelor's degree in Film.
