Steve Knight Bill To Increase Transparency In Security Clearance Investigations Passes

The Securely Expediting Clearances through Reporting Transparency (SECRET) Act, H.R. 3210, introduced by Congressman Steve Knight (R-Palmdale) has passed the House Committee on Oversight and Government Reform, and is expected to increase transparency in Security Clearance Investigations.

Once in effect, the bill will require a quarterly report on the size of security clearance investigation process backlogs and the average length of time it takes to carry out security clearance investigation.

“Bureaucratic processes are hindering government agencies and employees from doing critical work on behalf of our national defense because of these investigation backlogs,” said Knight. “This bill brings more government transparency and represents a critical step in Congress holding those accountable for this unacceptable backlog.”

The information provided on the average time for investigations is to be separated by clearance level and whether or not it is a new or periodic investigation.

This act was introduced directly as a result from conversations with defense employers and employees in the 25th district, composing the Santa Clarita, Antelope and Simi Valleys.

It passed the committee with bipartisan support, with original cosponsor and Democratic co-lead Rep. Gerald Connolly (D-Va.) in the House Committee on Oversight and Government Reform.

“The National Background Investigations Bureau was created to streamline and enhance the security clearance and investigation process,” said Connolly.

“In order to ensure that the new Bureau can successfully distinguish itself from OPM’s past failures, it must work to reduce the backlog of background investigations and the length of time it takes to complete each investigation,” Connolly continued.  “This bill provides the transparency needed for Congress to hold NBIB accountable and ensure that important background investigations are being conducted in a timely manner.”

“A main effort of this Congress is to restore our military and address the growing threats around the world; this bill brings to light how to address backlogs and ensure government accountability in order to ultimately keep our communities safe,” said Knight. “We must proactively address challenges that could hinder our modernization and security as a nation.”

  1. If only you can accomplish this with SSDI. My son was kicked out of the system while trying to do a quick reinstate when he lost his job due to his mental illness. The wait to go through the process from scratch is 5-6 months. He was kicked out because he missed an appointment with the SSA BECAUSE HE IS MENTALLY ILL. Now he is homeless. His mental illness makes it impossible for him to move back home (he is too volatile). He is living out of his car and at various friends and other family members when able. SO sad to allow the kind of backlog in the Social Security Administration that is occurring. But, wait, you are okay with cutting Medicaid, so I guess you don’t care about the less fortunate.
