Family Promise Of Santa Clarita Valley Housing Structure Approved By Santa Clarita Planning Commission

The Santa Clarita Planning Commission unanimously voted to approve the Family Promise of Santa Clarita Valley housing structure during their regularly scheduled meeting on Tuesday.

Founders of Family Promise SCV took to the Santa Clarita City Hall Tuesday via Zoom to request an architectural design review and conditional use permit from the Santa Clarita Planning Commission to construct and operate an approximately 6,419 square-foot, single-story transitional housing project for single mothers.

“Since 2018, Family Promise SCV has been actively searching for a permanent space to administer their program by providing on-site, stable housing for their clients,” read a statement by Family Promise SCV.

The desired Newhall location is currently vacant and located within the Community Commercial (CC) and Mixed Use overlay zones in the community of Newhall, but has been transferred over to Family Promise SCV to begin enhancements, according to Family Promise.

Residing on the 23000 block of Newhall Avenue, the proposed housing project is projected to further the reach of Family Promise in Santa Clarita by housing single mothers in need, according to Family Promise SCV.

“Congratulations on getting this far,” said Commissioner Renee Berlin. “I’m so glad we could be a part of it and I appreciate you working with us.”

The proposed layout includes five residential units as well as four office units between two separate structures to provide single mothers supportive, transitional housing services and temporary living arrangements.

Each unit in Building One is expected to include individual kitchens, a 27 square-foot covered entry and 35 square-feet of private storage space accessible from the front porch, while Building Two is scheduled to accommodate four private offices for Family Promise SCV staff as well as one-bedroom and three bathrooms for supportive, transitional housing, a communal kitchen and communal living space.

Other on-sight improvements include a parking lot, on-site landscaping, an American with Disabilities Act (ADA) path of travel, a residential recreational area and perimeter walls, according to Family Promise.

Not only does Family Promise intend to house those in need, but also provide resources to get their residents back into the workforce by  supporting tenants with resume writing guidance, mock interviews and budgeting.

As a condition to their approval, the Santa Clarita Planning Commission requested that Family Promise increase the size of the proposed trees in front of the building to 36-inch boxed trees as well as add bolder accents to the front windows.

Additionally during the Planning Commission meeting, permission to allow for the sales of liquor and spirits was requested in conjunction with an existing 3,480 square-foot convenience store located at 28005 Seco Canyon Road in Santa Clarita, according to the Seco Canyon Enterprise.

The Seco Canyon Circle K currently sells beer and wine, but due to the small size of the location, a conditional use permit is required to implement sales of  liquor and other spirits, according to the Seco Canyon Enterprise.

During a public hearing, several Seco Canyon locals expressed concerns of expanding the alcohol selection due to high liquor concentration as well as crime.

“I am concerned about the high concentration of liquor on the border of Seco and Copperhill,” said Steve Petzold during the public hearing. “The store is also located near a tutoring facility and a child care facility, so I don’t see a high demand for more liquor in that particular area.”

Prior to the meeting, officials with the Seco Canyon Enterprise met with officials with the Santa Clarita Sheriff’s Station to discuss potential concerns of implementing a wider range of liquor.

The Station did not find an issue with the proposal, according to the Seco Canyon Enterprise.

Due to several public concerns regarding the permit, the Santa Clarita Planning Commission decided to reevaluate the project on July 6 when all planning commission members are in attendance.
