California Governor Gavin Newsom said this week he can “toggle back” the state’s stay-at-home order, if there is an increase in COVID-19 benchmarks, such as positivity rates and hospitalizations.
On Friday, Newsom urged Imperial County, near San Diego and the border with Mexico, to reinstate the stay-at-home order as COVID-19 testing positivity rate has been about 23 percent in the past two weeks, about four times higher than the state as a whole at about 5 percent.
“We’re now in a position where we are working with (Imperial) County officials and advising them to pull back and once again re-institute their stay-at-home orders,” Newsom said Friday, “If they’re not able to come to some consensus, I am committed to intervening.”
L.A. County was granted a variance by the state in May which allows for a phased reopening, but the governor said he is able to slow down, or even reverse the reopening process if the county does not meet the criteria.
“We have the capacity and ability to toggle back in terms of the stay-at-home order,” Newsom said during a press conference on Thursday.
In Los Angeles County, the COVID-19 positivity rate has been hovering at about 8 percent, with cases in the past two weeks increasing more than 32 percent, from 68,875 on June 11 to 91,467 on June 25.
This rise in cases is due, in part, to more testing across the county and a reported increase of community transmissions, according to L.A. County Public Health Director Dr. Barbara Ferrer.
“We’ve seen this week that cases are increasing, hospitalizations are increasing, our positivity rate is increasing and we know that the virus is spreading in the community,” Ferrer said Thursday.
COVID-19 cases are “spiking” amongst L.A. County residents aged 18-40, said county public health officials Friday, with an increase of about 44 percent in the last 16 days.
Key actions to monitor the situation for the state include monitoring positivity rate among those tested to ensure that there isn’t a significant increase that may signal more community transmission, according to the California Department of Public Health.
Other factors include continuing to provide Infection Preventionists expertise to assist skilled nursing facilities (SNF) and to ensure baseline testing at every SNF that has not reported any positive cases and working with the state to ensure supply chain issues related to personal protective equipment at SNFs are resolved.
“The goal continues to be to open the state in a way that minimizes the risk for COVID-19 to the extent possible,” said state public health officials.
Earlier in the week, Newsom urged California residents to follow social distancing guidelines and other mitigation efforts to curb the spread to prevent the need to revert the course of reopening.
“We don’t intend to do that, we don’t want to do that, but I want to make this clear – we are prepared to do that if we must,” Newsom said on Monday in reference to a slowdown on reopening. “Clearly we have the capacity, individual and collective capacity, not to have to go in that direction by just being a little bit more thoughtful about how we go about our day-to-day lives.”

Nice try, the rioters and looters (who were almost all wearing masks, in fact I’m not sure I ever saw any without a mask on) are not the reason for this increase. The increase is clearly because of businesses opening early and many people not wearing masks or social distancing when they frequent these establishments. It’s plain and simple; you don’t follow the guidelines, you get sick.
Kristin, I was on the front lines, taking rocks, bottles and maltov cocktails, I can say for sure, 100% that they were not wearing mask. And the ones we arrested, breaking windows, burning cars, looting were in fact were not wearing any mask. The increase is because these criminals were out there causing havoc. It;s plain and simple, you go out committing crimes, you get sick.

This is NOT a flu, this is a highly infectious viral disease to which there is NO cure, NO vaccine and NO known/confirmed source of origin. We currently have vaccines for multiple strains of flu which are mass produced and available nationwide. Ironically, many people fail to protect themselves annually and our nation’s healthcare system is regularly impacted in the fall. Furthermore, with the flu, needless deaths do occur spanning all age ranges, not just those at high risk or with pre-existing conditions. So if you are using the annual flu season as your barometer of an effective “healthcare crisis” response, then your standards are far below acceptable for a nation that prides itself on taking care of its own people. This COVID-19 virus is controlling the narrative here, but we can help ourselves and others by wearing a mask and practicing social distancing.
