Christy Smith’s Human Trafficking Compensation Bill Signed Into Law

Assemblywoman Christy Smith’s, D-Santa Clarita, human trafficking compensation bill has been signed into law, officials said.

Smith’s bill, AB 629, was signed into law by Governor Gavin Newsom. The bill, called Human Trafficking Victims Compensation Bill, aims to “create parity within California’s Victim Compensation Program (VCP) and seeks justice for victims of human trafficking, allowing them to receive compensation from the economic losses as a direct result of their being trafficked and including an updated formula for restitution,” according to official statement released Thursday.

The goal of the bill is to repay those victimized by human trafficking, compensating them for their losses, according to officials.

“The stories I heard from survivors of human trafficking completely broke my heart,” Smith said. “It was clear the scars of human trafficking are compounded with the obstacles of rebuilding a life from the bottom up, often interlocking with issues such as homelessness, addiction problems and physical and mental trauma.”

The bill was introduced by Smith and Assemblywoman Lorena Gonzalez, D-San Diego, and had bipartisan support from both houses, according to officials.

“This bill touches the surface of hardship that victims endure, but AB 629 helps victims get back on their feet and out of the human trafficking cycle,” Smith added. “I thank our partners, Bet Tzedek Legal Services and Coalition to Abolish Slavery, for their remarkable advocacy efforts, and my colleague, Assemblywoman Gonzalez, for her leadership and partnership on this legislation.”

AB 629 is set to take effect on January 1, 2020.

  1. Who’s paying this bill ? Yes it’s a sad and upsetting case but we can’t fork out money to everyone. Let’s get them a job and a place to live maybe. This governor is going to tax us all to death he doesn’t care he is rich so it won’t affect him.
