Congressman Mike Garcia, R-Santa Clarita, proposed reinstating the “China Initiative” amendment to the House Appropriations Subcommittee on Commerce, Justice, and Science to combat intellectual property theft at the hands of the Chinese government.
The amendment, colloquially known as the “China Initiative” would reportedly combat the Chinese Communist Party’s (CCP) intellectual property theft that has resulted in the theft of hundreds of billions of dollars.
Originally instituted by the U.S. Department of Justice to combat the theft of American intellectual property by the CCP, the “China Initiative” was repealed by the Biden administration earlier this year.
It is estimated that the United States has already lost between $400 billion and $600 billion worth of intellectual property by the CCP, according to Garcia’s office.
“The China Initiative was proving effective at fighting both IP theft and trade secret theft. But without substantiating rationale by the Biden administration, it was repealed this year,” Garcia said. “As we know, China has implemented a policy that they refer to as ‘Rob, Replicate, and Replace,’ and the United States must do everything in its power to combat the CCP from robbing our intellectual property. The Chinese Communist Party is our real enemy, and we must do everything to stop them from using our ideas to better themselves.”
While the “China Initiative” amendment was not adopted due to opposition by the majority, Garcia plans to continue advocating for legislation to combat operations of the CCP.
