Representative Mike Garcia has joined members of the California congressional delegation in co-sponsoring the Working to Advance Tangible and Effective Reforms (WATER) for California Act to improve water management and accessibility throughout the state.
“I’m proud to join with fellow members of the California congressional delegation to deliver improved access to water for all Californians. This bill provides funding for water storage projects across the state, and limits the damages that Governor Newsom and federal bureaucrats can inflict. Far too many Californians struggle with water shortages, including tens-of-thousands in my district alone. The provisions in this bill will make us more resilient against water shortages and droughts. I am a proud co-sponsor of this bill, and will continue to fight against the misguided priorities in Sacramento that values water for fish over people,” said Garcia.
This legislation promotes water conveyance through the Sacramento-San Joaquin River Delta, consistent with the Endangered Species Act, and advances key surface water infrastructure projects.
The WATER for California Act would:
- Require the Central Valley Project (CVP) and State Water Project (SWP) to be operated consistent with the 2019 regulations but allow modification under certain circumstances.
- Help to ensure CVP and SWP water stakeholders receive the water they contract and pay for.
- Provide eligibility for funding for the Shasta Enlargement Project – the most per acre/foot cost-effective water storage project in California.
- Reauthorize the successful surface water storage project program and coordinate operations of the CVP and SWP established by the WIIN Act.
- This bill extends the storage project authorizations to 2028 and the operations provisions of the WIIN Act to 2033.

I hope this happens but it likely will not. Too many power plays at work here. Remember their model is to create disasters by doing nothing, then continually floating bonds to raise more money that is never spent on what they were promised. Look how many water, school, and fire bonds are on your property tax bill. Literally, every voting cycle, and yet these are the problems never solved.
Mike is doing great as the walk-off replacement of Katy Hill, who made a mockery of her oath of Federal office and was un-@$$-ed from congress.
This will drive the non-donkey pox-ed toilets to the Donkey Pox-ed taps, thereby ensuring water supply to Americans.
Then the Donkey Pox-ed toilets will supply tap water to the CCP, watering center medians, and showering the homeless.

Build more reservoirs & desalination plants! We’re the highest taxed state in the country thanks to Liberals with a large reserve, so there’s plenty to do the logical thing—-Desalination Plants & deport Illegal Aliens that commit more/other crimes!
Desalination plants, using Reverse Osmosis, are viable for producing pure water, at over $500 per acre-foot, which is what MWD pays for salty Colorado River water from Coachella canal.
RO takes energy to push water through the RO filter.
RO is mandated and in current use in SCV for waste water discharged into the Santa Clara River.
There are a couple of sea water desalination plants in California. Build more. I use RO water in my home for drinking and cooking. It is the only pure water source today.
