New California Gun Laws Going Into Effect In 2020 

As the Golden State rings in 2020, new California gun laws are expected to take effect this year, officials said. 

From restraining orders to rifle purchase restrictions, here are 2020 California gun laws set to impact Santa Clarita and the rest of the state. 

AB 12 / AB 61: Gun Violence Restraining Orders

In response to several mass shootings, the California Legislature passed a measure to streamline the gun violence restraining order process. 

The law allows employers, co-workers and teachers to ask for gun violence-related restraining orders starting in September 2020.

A person subject to a gun violence restraining order issued under the law shall not have in the person’s custody or control or own, purchase, possess or receive any firearms or ammunition while that order is in effect, according to the legislation.

Upon approval from a judge, one-year gun seizures from those who could pose a danger to themselves or others could be extended annually for up to five years. 

AB 645: Suicide Warning Labels

Firearms for sale from licensed firearm manufacturers or licensed dealers will be required to include a statement regarding suicide prevention on the warning label beginning June 1, 2020.

Licensed firearm dealers will also be expected to post a similar warning on the premises.

Additionally, the law requires the inclusion of the topic of suicide prevention in the written test for a firearm safety certificate.

AB 164: Prohibited Persons From Gun Sales

The law prohibits the sale of firearms to an individual who is barred from purchasing them in any out-of-state jurisdiction as of Jan. 1, 2020.

SB 172: Gun Storage Liability

The owner of any unlocked gun taken out of a home by a child or any “prohibited person” is now able to be charged with a crime, punishable by a 10-year ban on gun ownership.

In addition, the bill also requires nursing homes to meet new gun storage requirements for those facilities. 

SB 61: Limit On Purchase Of Semi-Automatic Rifles

Beginning Jan. 1, 2021 those under the age of 21 are prohibited from purchasing a semiautomatic center-fire rifle.

Previously, individuals at least 18 years of age but under the age of 21 were allowed to purchase a firearm other than a handgun if they have a valid hunting license, are a law enforcement officer or an honorably discharged member of the Armed Forces.

This law closes that exception to only include law enforcement officers and active-duty members of the Armed Forces.

SB 376: Transaction Limits

Gun sellers without a firearms dealer license are now limited to six transactions per year as of Jan. 1. Those transactions are capped at 50 total firearms across the six transactions by the bill.

AB 1297: Concealed Firearm License Fees

The processing fee for concealed firearms licenses was previously capped at $100. This bill removes that cap and instead requires the fee to reflect the actual costs involved in processing the application, issuing the license and enforcing the license.

AB 1669: Firearm Purchase Fees

The law changes the fee structure related to firearm transactions. As of Jan. 1, purchasers can expect to pay $38.19 in total fees per transaction.

  1. More gun laws for the decent citizens! Try to buy bullets to take your son shooting—many hoops/obstacles to incumber an honest life——Arrest the bad guys & keep them in jail!!

  2. Most of these are a complete joke. If they want to repeal the 2nd amendment, why not just raise the tax to $100,000 per gun. It’s not like they actually want people to protect themselves. Might as well make it so only the rich can buy it.

  3. Looks like they’re trying to create so many gun laws it’ll be almost impossible to own a gun without breaking one of them, at which point they’ll seize all of your guns. So they’ll technically be legal but practically impossible to keep.

    • You nailed it Julio. Make every honest person a criminal and then ban them from their 2nd Amendment Rights through their criminal activity. Game over! They won……

  6. I moved from Texas too California and lost my second amendment rights once I received my DL. I am a Veteran and a have kept a pretty clean background. I feel like a Felon now. I purchased a lever action hunting rifle on May 2, 2020 and May 12, 2020 was my pickup date. Well now its May 15, 2020 and i still have not been cleared to pickup my Lever action hunting rifle. I was denied the purchase of 30-30 target rounds. The laws in California are so ass backwards. Prisoners have more rights than law abiding citizens in California.

  7. I think, first of all, we need to stop complaining, because that obviously isn’t getting us anywhere. Come together as a group and stand up to those who are trying to strip us honest folk of our guns.

    We need to tell these officials who blatantly aim their laws at us honest folk to aim the Laws at those who would commit crimes using a firearm.

    If you look at what is happening it’s not aimed at the criminal its aimed at us honest gun owners, and rightfully so, because this is what we do, sit back and complain instead of telling our individual representative how to create bills in our favor and vote on legislation that favors us the honest people and make it extremely dire to the criminal.
