Proposition Would Allow 17-Year-Olds To Vote In Primary If Turning 18 By General Election

Proposition 18 is one of twelve propositions on the ballot this November in the state of California and one of two having to do with voting rights.

Prop 18 would amend the California state constitution to allow 17-year-olds who will be 18 at the time of the next general election to vote in primary and special elections, according to the legislation. 

The potential constitutional amendment was first put forth in August 2019 to the state assembly as Assembly Concurrent Resolution 4 (ACA 4).

On its way to passage, ACA 4 traveled through several committees and was voted on in the state senate in addition to the assembly. 

Over the course of those procedures, the bill received bipartisan support, including from State Senator Scott Wilk (R-Santa Clarita) and Assemblywoman Christy Smith (D-Santa Clarita), however, Assemblyman Tom Lackey (R-Antelope Valley) opposed the bill.

The votes in each chamber of the state legislature had to pass with a two-thirds vote in order to place the amendment on the ballot as a “legislatively referred constitutional amendment,” a bar which both votes cleared.

As such, a yes vote on Proposition 18 would extend the right to vote in primary and special elections to 17-year-olds who will be 18 at the time of the next general election.

17-year-olds who are to be 18 by the next general election are currently allowed to vote in primary elections in 18 states across the United States and in Washington D.C.
