Sacramento Democrats Try To Pull A Fast One With COVID-19 On Santa Clarita Small Businesses

If introduced to the legislature for vote, a revised draft of a proposed bill would require all small businesses, including those in Santa Clarita, to require their employees to be vaccinated against COVID-19 if passed.

Assembly Bill 455, (AB 455) authored by Assemblymember Buffy Wicks, D-Oakland, was originally a bill to authorize the Bay Area Toll Authority to designate transit-only traffic lanes on the San Francisco-Oakland Bay Bridge, in consultation with the Department of Transportation (Caltrans). 

However, the bill is being converted to add legislation to force California small businesses to require their employees to be vaccinated, according to a revision draft proposal.
The proposal, which was first reported by Politico, has not formally been introduced in the Legislature.

AB 455, now known as a gut-and-amend bill, often leaves lawmakers, as well as the public, little or no time to review entirely new legislation dropped into an old bill, according to officials.  

Usually, these types of bills are revised to address legislation that has nothing to do with the bill’s previous legislative issue, according to elected officials. 

Gut-and-amend typically happens with budget issues and heavy special interest legislation, according to local representatives.
“Many meaningful bills become victims of Sacremento’s legislative gut-and-amend process,” said Assemblyman Tom Lackey, R-Palmdale. “I will have a chance to vote on the revised version when it comes before the Assembly in its amended form.”

The amendments include:

  1. Adds of Members Wicks, Low, and Akilah Weber
  2. Adds “Principal coauthors: Senators Newman, Pan, and Wiener.”
  3. Strikes out several lines
  4. Inserts: An act to add Section 52.8 to the Civil Code, to add Section 12940.4 to the Government Code, and to add Section 248.4 to the Labor Code, relating to COVID-19 vaccination requirements, and declaring the urgency thereof, to take effect immediately.
  5. “52.8. (a) Notwithstanding any other law, an establishment, as defined in subdivision (b), shall require each person who is eligible to receive the COVID-19 vaccine, who seeks to enter the indoor facilities of that establishment, to show proof to an employee or authorized agent of the establishment that the person has been vaccinated against COVID-19.”

 

Additional amendments would also offer supplemental paid sick leave for employees who would need to leave work to receive a vaccination or who are experiencing reactions to a vaccine, with up to 24 hours of paid sick leave.

“I am opposed to these proposals. If passed, we would be essentially excluding anyone not vaccinated – no matter what the reason – from participating in public life. While I am vaccinated, and encourage people to get vaccinated, it is a personal choice and not a one-size-fits-all solution,” said Senate Republican Leader Scott Wilk, R-Santa Clarita. “This will have monumental consequences for millions of Californians and jamming it through this late in the legislative session without proper public vetting is just plain wrong.”

In the past, lawmakers on both sides have complained that the gut-and-amend process has been abused by whichever political party holds the majority.

It is unclear if the amended draft will be introduced to the legislature in its current form, or if it would be passed if and when it is introduced. 

“I’m pro-vaccine and fully vaccinated. I have hosted several vaccine clinics in my district and I encourage everyone who is eligible to get the vaccine. But I also respect the public’s health and medical privacy and believe we need to protect that while caring for public health,” said Assemblywoman Suzette Valladares, R-Santa Clarita. 

This bill comes on the heels of the FDA approving the license for the Pfizer COVID-19 Vaccine on Monday.

    Yep about as fair and balanced as expected from KHTS. Does anyone think they are actually news anymore? It’s all skewed heavily.

    • Vicky, you’re so accustomed to the overwhelming omnipresent liberal media that factual reporting seems like bias to you. But to answer your question, yes, KHTS is one of the few sources of news available to Americans. You may go back to the unlimited choices of democrat propaganda which undoubtedly please you.

      • It says the bill “has not been introduced” that there is some person with some knowledge no one has about a bill that has not been presented to anyone — ummmm I highly doubt anyone can call that news. So I’m inclined to to agree with Vicky on this. News should be something verified – example – a bill was actually introduced and can be referenced, cited to back assertions and so forth. This article is basically – well, junk mail.

    • The headline is indeed biased. I checked to make sure it was a news article, not an opinion piece. Broke several basic rules of journalism 101.
      Seems like everyone has a chance to read this – I just read the highlights in the article and I’m not a lawmaker. And, as the article states, the minority party always accuses the majority party of “gut and amend.”
      I think the amendments would have a great chance of passing as a stand alone bill, but the clock (and legislative calendar) is ticking. Maybe this is a way to fast track it.

    Hope the Authority to designate transit-only traffic lanes on the San Francisco-Oakland Bay Bridge go’s there way.
    As far as the legislation to “force” California small businesses to require their employees to be vaccinated,

      I have a list of the ingredients and I am allergic to some of it. They almost killed me with the flu shot years ago and I never even had the flu in my long life. There is also an ingredient that’s also in rat poison. No thanks!

  5. Carl Goldman I’m surprised at you. First of all after the devastating near death experience you suffered from Covid-19 I would think you’d be endorsing vaccine enforcements. And of course it’s a virus. A virus is neither Democratic nor Republican.

    And secondly, nobody in Sacramento is “trying to pull a fast one” on Santa Clarita. It would be a State-Wide mandate.

LETS KEEP WOMEN IN THE BACKGROUND PUBS, BAREFOOT, PREGNANT, & LESS THAN A MAN. We all know men can’t function without women. Actually, we can’t function in America unless we eradicate this damn virus! Use your freakin’ brains, get vaccinated! I realize some people can’t, but those going to concerts, fairs, etc. are spreaders! Then listen to those uneducated people as to WHY they don’t want the vaccine.   11. Remeber one thing folks. Everything the Democrats touch turns to crap, everything. Over the last 8 months the Biden Administration has let in 1.1 million unvetting immigrants through our Southern Border. Anthony Blinken said they have evacuated over 100k people from Kabul, Afghanistan and onky 5k of them are Americans. There is no way 95k Afghanee nationals worked for the U.S. Blinken also claims ultimately thw US. will allow 200k into the US.

    The Democrats just want to import more poverty into the U.S. to increase their voter base. The only reason people vote for them is to receive all their free crap. If it wasn’t for that, no one would vite for these Marxists. Finally, lets not forget the Democrats support for Defunding the Police. This party is the radical Left. They are no longer led by John F. Kennedy, Jimmy Carter, or Bill Clinton. Today it is a Marxist organization hell bent on destroying the U.S. If you can’t asmit this truth you are lieing to yourself, or addicted to CNN or MSNBC (the Democrat Propaganda Machine).

  14. A smart voter can’t be deceived or victimized by wording. Also, not sure what is !PATRIOTIC! about calling everything the Democrats (who are the majority of Americans) do crap, as stated above. Spreading hate is not an American value. Sharing ideas is what we should be doing.
