Senate Bill 328, which mandates middle schools begin no earlier than 8 a.m. and high schools no earlier than 8:30 a.m., was signed into law Monday by Governor Gavin Newsom, officials said.
The bill is the first state in the union to mandate school start times, following the lead of pilot programs tested in cities such as Seattle, according to officials.
A study by Science Advances found the similar program implemented in Seattle resulted in an increase in daily median sleep of 34 minutes, which was then associated with improved attendance and a 4.5 percent increase in median grades.

Despite these findings, not everyone supports state-mandated start times.
“As a former school board member, I value local input to address the individual needs of each community,” said Assemblywoman Christy Smith. “Decisions such as school start times should be left to the expertise and knowledge of local school board members based on local needs and resources.”
SB 328 is scheduled to go into effect by July 1, 2022, or whenever a school district’s collective bargaining agreement that is in effect as of Jan. 1, 2020 expires, whichever is later, officials said.
The bill also extends to those middle and high schools operated as charter schools.

Should the statement actually say, ” no earlier than 8:00 and no earlier than 8:30″ rather than no later than those times? I thought the law was to have a later start time, not leave the window open for earlier start times.
Poor kids. Let’s shut off all cell phones internet and on line gaming at midnight, with the exception of 911 calls, so the can get out of bed ready for School rather than texting and gaming all night. They are just going through the motions of school because they already know everything.
