A fatal officer-involved shooting in Gorman is under investigation after a suspect allegedly refused orders to exit his vehicle, officials said Monday.

On the evening of Aug. 4, the California Highway Patrol received a 9-1-1 call of a vehicle traveling erratically on the northbound 5 Freeway near Gorman, according to the Kern County Sheriff’s Office (KCSO), the investigating agency.

“The vehicle was traveling at a high rate of speed, weaving in and out of traffic, and driving in the emergency lane,” reads a statement from the KCSO.

A California Highway Patrol officer was able to locate the vehicle and attempted to initiate a traffic enforcement stop, but the driver reportedly failed to yield to the patrol vehicle lights and siren, according to Sheriff’s officials.

The driver then exited the 5 Freeway onto Laval Road West and lost control of the vehicle, causing it to roll, officials said.

“The vehicle continued to roll, striking an SUV on the on-ramp, occupied by a female adult and juvenile passenger,” according to the statement

The female driver sustained minor injuries and the juvenile was uninjured. Both occupants of the SUV were moved to a safe location by an officer, according to officials.

Additional California Highway Patrol officers arrived at the scene and repeatedly gave orders to the suspect, who was the sole occupant of the vehicle.

“The suspect of the vehicle refused orders to exit the vehicle and was observed continuously reaching into his waistband,” Sheriff’s officials said.

After several minutes, the suspect exited the vehicle while reportedly reaching for his waistband and advancing toward a nearby officer, officials said.

That officer, a 12-year veteran of the California Highway Patrol, discharged a department-issued rifle at the suspect, causing him to fall to the ground, according to the KCSO.

The Kern County Fire Department immediately began to render medical aid, but the suspect succumbed to his injuries at the scene.

A fixed-blade knife was located in the front passenger seat of the vehicle, officials said.

The suspect was identified as 19-year-old Marvin Urbina from Downey, Calif.

The officer involved in the shooting has been placed on routine administrative leave during the investigation, according to officials.
