SCV Water Approves New Division Boundaries

On Tuesday evening, the Santa Clarita Valley Water Agency, (SCV Water) Board of Directors voted in a hearing to approve a final district boundaries map. 

After months of public hearings and deliberation, SCV Water has undertaken a review of electoral division boundaries, as required after each census by state law, reaching a conclusion in the March 15 hearing. 

The census data collected in 2020 show that the current boundaries are still nearly perfectly proportional to the population, with less than a 1 percent change within the three existing boundaries. Even with the expected growth in the mid-decade point of 2025, the existing divisions are projected to still reflect the appropriate population balance, according to SCV Water officials. 

The new proposed map includes minor updates based on two very small recent annexations into the service area. 

Of the many factors to be considered when redistricting according to federal and state law, many aspects must be taken into consideration. The redistricting process must maintain connections within communities, consider the geography and topography, such as natural and man-made boundaries, as well as the cohesiveness and integrity of the area, and address planned future growth. The process must also not draw divisions to favor or disfavor political incumbents, candidates, or political parties. 

Special hearings over the last few months took place to specifically address these concerns to the public. Privately, a special meeting was held on Oct. 27, 2021, followed by two public hearings on January 25 and March 15, 2022. 

The new, approved map must be filed with the County of Los Angeles Registrar/Recorder and the County of Ventura Registrar/Recorder by April 17, 2022.
