Valencia Kidnapping Suspect Not Charged Due To ‘Insufficient Evidence’

A Valencia kidnapping suspect who allegedly attempted to abduct a 2-year-old child was not formally charged with a crime, officials said.

The Los Angeles County District Attorney’s Office declined to file formal charges Thursday against George Michael Starr, 60, due to “ insufficient evidence,” said Ricardo Santiago, spokesperson.

Starr was suspected of attempting to kidnap a toddler Monday morning, near the Nordstrom Rack on McBean Parkway in Valencia, according to the Santa Clarita Valley Sheriff’s Station.

After failing to grab the child due to the mother and witnesses’ intervening, Starr reportedly fled the scene in a tan 1970s van conversion RV, officials said.

The suspect was later arrested in a nearby parking lot and was booked at 12:00 p.m. on attempted kidnapping charges, according to Sheriff’s officials.

Following the D.A. declining to file formal charges, he was released, according to officials.

  1. What is the DA’s definition of insufficient evidence?
    Your story states there were multiple witnesses.
    I was there directly following the incident and noted several witnesses. This is a man who attempted to abduct a two year old!!! Did she actually have to be taken before charges are filed? What is wrong with our system?

  2. WHAAAAAT? So I guess more children will be prey on our streets!

    • This is horrible!!!!! So there needed to be an actual kidnapping of this two year old in order to have sufficient evidence, REALLY????? Unreal. So this creep has already been seeing at Central Park and at Valencia High since he was released and that doesn’t raise any questions?? Very disappointed in our system.

  7. I think you are right there Ronna Anderson! Or he is part of sex trafficking ring they are monitoring for a larger bust. However I am sorry this is pure bs no matter the reason personally I would not only take this to the news media but I would be filing a lawsuit for endangerment of child/children as there was witnesses who saw there was plenty of evidence!

  9. The LA County DA’s Office does whatever they can not to file a case. If they can think of a way the case might not be a slam dunk case they use it as an excuse not to file.

    Our justice system is broken, especially in California.

Is this the same “competent?” filing DA that declined to file charges against a Castaic woman for firing a gun at sheriff deputies, despite body camera showing a gunshot was fired, because of insufficient evidence. Shameful. I did not realize the DA’s job was to help the politicians in Sacramento keep the prisons empty!?
