A 34-year-old Florida man has been arrested for murder in connection with a fatal DUI crash that occurred in December and claimed the life of a 13-year-old boy, according to the California Highway Patrol (CHP) Newhall Office.

CHP officers responded to a crash on Dec. 14, 2025, on the 210 Freeway near Sunland Boulevard. The juvenile victim, later identified as Bryan Ceja, was pronounced dead at the scene, said Carlos Burgos-Lopez, spokesperson for the CHP Newhall Office.

The driver involved in the crash was identified as Kaleb Franks, a 34-year-old man from Daytona Beach, Florida. Franks was arrested at the scene on suspicion of driving under the influence but was later released, Burgos-Lopez said.

Following further investigation, the CHP Newhall Office obtained an arrest warrant for Franks on murder charges related to the crash.

On Jan. 21, 2026, U.S. Marshalls located Franks in the area of the CHP Newhall Office and took him into custody. He was subsequently turned over to CHP officers and booked at the Santa Clarita Valley Sheriff’s Station on murder charges.
