Measure FD 6-Cent Parcel Tax On March 2020 Ballot For L.A. County Fire Department

Los Angeles County is set to vote on Measure FD in March, a 6-cent parcel tax that would raise funds for the support of Los Angeles County Fire Department (LACoFD) personnel and equipment.

If approved by voters, the 6-cent parcel tax measure would allow the LACoFD to hire more paramedics and firefighters, update lifesaving equipment and meet the challenges presented by more frequent wildfires and rising 911 calls, according to the measure.

“Today’s fast-moving, explosive wildfires and the rising numbers of 911 calls are really putting a strain on the hardworking men and women who are our local firefighter/paramedics,” said LACoFD Chief Daryl Osby at a Los Angeles Country Supervisors meeting in early February. “There’s a human impact on them as we stretch to ensure the safety of our neighbors and community. We desperately need more resources to meet today’s demands. I’m grateful to the board for placing this much-needed ballot measure before our voters.”

Osby said calls for emergency medical assistance in L.A. County have jumped by more than 50 percent since 2008, while the number of paramedic units has increased by only 5 percent in the same time period.

The department is primarily funded through property taxes, contracts for service and fees rather than the county’s general fund, which has reportedly prevented the county board from offering immediate relief, according to officials.

The strain of running an understaffed, undersupported department has taken its toll on more than the equipment, but also upon the mental health of the firefighters themselves, according to Osby.

County Supervisors Kathryn Barger and Janice Hahn co-authored the original motion to put the 6 cents-per-square-foot parcel tax on the March 3, 2020 ballot, pointing to a May 2018 assessment showing that the fire department is underfunded and under-resourced.

“With an extended fire season and a substantial increase in calls for emergency medical services, voters will have the opportunity to help the fire department address its structural deficit to ensure our first responders are fully equipped to continue providing the highest quality public safety services,” said Barger.

The parcel tax, which requires approval from two-thirds of voters and would exempt low-income seniors, is estimated to raise around $134 million in funds annually. The tax rate would increase by up to 2 percent annually and would remain in place permanently unless revoked by voters, according to county documents.

The exact language states:

“Shall an ordinance ensuring local firefighter/​paramedic emergency response, involving house fires, wildfires, heart attacks, strokes, and car accidents, to hire/​train firefighter/​paramedics, upgrade/​replace aging firefighter safety equipment, vehicles, facilities, life-saving rescue tools, and emergency communications technology, by levying 6 cents per square foot of certain parcel improvements, providing $134 million annually, limited to 2% annual adjustment, until ended by voters, exempting low-income seniors, with independent citizens oversight, be adopted?”

The parcel tax is calculated by the size of the structure, not the overall property. The average size of a single-family home in Los Angeles is about 1,700 square feet, which equates to about $102 for each homeowner, according to county officials.

Properties that would be exempt from the parcel tax include government-owned parcels, nonprofits and low-income seniors.

A “yes” vote supports authorizing the district to levy an annual parcel tax of $0.06 per square foot of structural improvements on a property up to 100,000 square feet and excluding parking areas.

  1. Vote NO The California politicians are terrible stewards of the taxpayers money. They have the money already.

      Your property taxes already include special assessment and measure for 911. In SCV this measure will add $150-210 per home plus a 2 % increase yearly with no end !!NO on Measure FD and NO on Prop 13

  2. For a lady Kathryn Barger has a lot of balls to be asking for more tax money from LA County residents. Take some of the money from the homeless tax and give it to the people WILLING TO WORK to put out fires and hold back from people willing to shoot up and complain they don’t have a place to live. Kathryn Barger has been a huge disappointment and seems to have learned very little when she worked with Antonovich.
    Vote NO on the new tax and maybe a NO vote for Barger is in line when her term is up

  3. Thank You for helping me vote, and it will be no. I thought Barger was good, but she’s making it hard to continue to support her employment.

  4. Vote no because it seems that our resources are given to other states and countries for free. When we need help we are just up in the air with no help from anybody. Plus firefighters all ready have the best of the best with vacations and pay not to mention equipment. This is not a welfare for public officials or employees. How about helping the poor and homeless…

  7. Please reconsider, and vote NO. Firefighters pensions are OBSCENE!!! I had a firefighter friend that retired 20 years ago at age 52 with 30 years of duty at $10,0000 A MONTH. He passed away 8 years ago and now his wife is collecting his pension!!! I worked 46 years full time at several jobs, paying into Social Security the entire time and receive $1600 a month. I worked over 50% longer, paid into the system and receive 16% of what his wife WHO NEVER WORKED now gets!!! ENOUGH, VOTE NO!

  9. Why is measure FD not on my ballot. If it’s going to affect me why is it not on my ballot so I can vote NO

    • This is what i found…
      Measure FD, a $0.06 parcel tax to further support the Los Angeles County Fire Department, will only be voted on by county residents and will not be on the City of Los Angeles ballot.

      Not sure what that means or why it’s not on my ballot either.

  10. YAH I Was curious as to why, as of right now, only 81K voted for and 80K voted not. So why was that? There use to be a fire tax Jarvis helped us fight to get rid of because locally they made us pay $114 then Jarvis fought it in court and we got rid of the special area fire tax and now we got it back? I voted NO so was this that all over again?

  11. No! It’s mismanagement not increase in fires. Fire Chief Osby and Richardson. Unnecessary mandatory overtime ran their budget into the ground.
