State Senator Henry Stern, D-Canoga Park, announced he plans to introduce legislation that would require both the Attorney General and the California Office of Emergency Services (CalOES) to create units focusing on domestic terrorism.
The new plans come in the aftermath of the siege of the nation’s capitol by riotous supporters of President Donald Trump last week on the day of the official election certification by Congress, shocking many across the country.
“Let’s be very clear. What happened last week wasn’t Antifa. It was effectively sponsored by a President and his loyalists in local, state and federal office who have been encouraging and supporting the white nationalist movement, helping it get bigger and stronger to try and normalize the types of atrocious activities we witnessed in Washington,” said Stern in a statement. “We have to respond not just with blustery condemnation, but with a concrete answer to this threat to domestic security.”
The legislation is still in the process of being drafted, but is expected to be introduced to the state senate in the coming weeks.
Two main points are expected to comprise the majority of the bill as of Tuesday:
- “Establish investigation teams at Department of Justice to investigate and coordinate efforts to thwart acts of domestic terror, hate crimes and other criminal activity by white nationalist, neo-Nazi, neo-confederate, anti-government militia, and other similar groups, such as the Proud Boys, Oath Keepers, Three Percenters and the Ku Klux Klan.”
- “Establish within the CalOES State Threat Assessment Center a new operation to take steps necessary to assess potential threats from white nationalist, neo-Nazi, neo-confederate, anti-government militia, and other similar groups, such as the Proud Boys, Oath Keepers, Three Percenters and the Ku Klux Klan.”
CalOES is the California Governor’s Office of Emergency Services, and their Threat Assessment Center serves to provide information and analysis about threats to public safety.
As further motivation for the legislation beyond the recent events in Washington D.C., the statement from Stern’s office also points to an October 2020 report by the Center for Strategic & International Studies (CSIS) which found that “White supremacists and other like-minded extremists conducted two-thirds of the terrorist plots and attacks in the United States” in the first eight months of 2020.
Stern plans to introduce the legislation in partnership with his colleague State Senator Tom Umberg, D-Orange County.
Once introduced, the bill would be referred to a Senate policy committee and likely set for hearing sometime in March, according to Stern’s office.

Where was this Democrat senator – Stern, for the last 9 months when BLM and ANTIFA killed 30 people, and caused over $1 billion dollars in damages, to private and public property? As the Democrat politicians called those events “mostly peaceful protests.” The lies are so blatant, he must think the taxpayers are totally stupid. So in 20 years 68 people have been killed by White supremacists? I do not agree with your numbers but even if this is true how many White people have been killed by Blacks and Hispanics just in the last year? Over 30 people were killed just during the actual riots over the last 6 months. You are not being intellectually honest. Even though storming the capitol was obviously wrong, how many people were killed? How much property damage was there? It was a minuscule amount compared to the killings and property destruction/theft that has happened in LA County in the last month. Check the statistics, 39% of Whites murdered in 2018 were by non–Whites. Only 5% of Black murders were by Whites. Less than 10% of Hispanic Murders were by Whites. Let us be clear. White supremacists are bad but they are nowhere near the same threat to our safety.

Your stats are apples to oranges. You reference crime, I’m referencing hate crimes and domestic terrorism. There is a difference. You use a whole lot unreferenced stats, but had to ask how many were killed in DC last week? 5 people, 5 people that did not have to die. Died because they were dumb enough to fall into QAnon and Trump worship and total baseless lies about election fraud.
To look at last Wednesday’s atrocity in DC with a perspective that focuses on property damage proves very clearly you do not grasp the magnitude of what went on and the repercussions.
I think Seymour needs to actually read what I wrote. When was I defending White Supremacy? They are not unreferenced stats they are FBI statistics. Only one person was killed in the Capitol incident, do you know how many people are killed every weekend in places like DC where crime is rampant. I do not know if you have ever known a victim of a crime, but all crimes are hate crimes. As for Domestic Terrorism, you don’t think what was gong on in pockets throughout this last 6 months was Domestic Terrorism? Actual looting and rioting? When 40 young black people are murdered in one weekend is that not concerning to you? That is where you and I differ, all lives matter, all crimes matter. If you have ever known a victim of a crime you would know the families do not feel any better based on the “reason” behind it.

40 young black men killed in a weekend is a perplex social economic problem and not an angry mob spurred on by our own president. If you’re looking to defend last Wednesday’s action in DC, there is no defense.
