The highest authority in the bail bonds business is the Department of Insurance (DOI), according to the California Bail Education textbook.
The DOI is governed by a set of codes called PAIL, according to the textbook. PAIL stands for Penal Code, Administrative/ Civil Code (Title 10), Insurance Code and local laws. This means officials with the DOI have to “adhere to all other government codes and local ordinances which includes city and county.”
Officials with the DOI govern bail agents, bail solicitors, bail permittees and general agents, according to the California Bail Education textbook. These bail officials also work with a surety insurance company.
