 The committee is charged with informing public about how Measure QS Bond proceeds are spent.

More specifically, the committee:
• Actively reviews and reports on bond expenditures
• Advises the public as to whether the District is in compliance with Article XIIIA, Section 1(b)(3) of the California Constitution:

The members of the committee rotate in two-year terms, with the possibility of serving a maximum of two consecutive terms.

Currently, there are two open seats on the committee as a part of the two-year rotation of members of the committee.

In November 2012, the Castaic Union School District received an OK from voters for Measure QS, which authorized the district to borrow $51 million.

The district is struggling with significant financial issues, as school officials, as well as county accounting expert, have been brought in to help the school close a more-than $4 million shortfall, due to declining enrollment, among other challenges.

The Oversight Committee, first established on May 7, 2013, is composed of seven community members with various interests and representing various constituents of Castaic.
o Bond proceeds can only be expended for specific purposes as outlined in the public disclosure;
o No bond proceeds can be used for teacher or administrator salaries;
o Annual independent performance and financial audits must be performed by an independent consultant selected by the District.
