Today In SCV History: June 24, 1865 – San Fernando Petroleum Mining District Formed

On June 24, 1865, local investors and landowners formally established the San Fernando Petroleum Mining District, creating a system to organize and protect oil claims throughout the area surrounding present-day Pico Canyon and Newhall.

The district’s formation came during a period of growing interest in the valley’s natural oil seeps. Reports of petroleum deposits in the region had attracted prospectors and investors eager to capitalize on what many believed could become a lucrative new industry.

Among those involved was General Edward Fitzgerald Beale, owner of the massive Tejon Ranch. Just two years earlier, Beale had overseen the construction of Beale’s Cut, a dramatic roadway carved through Fremont Pass south of present-day Newhall. The engineering project created a vital transportation route connecting Los Angeles with Fort Tejon and destinations farther north.

Beale became interested in the area’s petroleum potential after reading accounts of oil discoveries published in 1864. One of the strongest advocates for development was Dr. Vincent Gelcich, a Los Angeles chemist who had established the Santa Clara Oil Company and encouraged investors to stake claims in Pico Canyon.

To help resolve competing ownership claims, Beale partnered with Andrés Pico and Gelcich to organize a mining district that would officially record and recognize petroleum holdings.

The newly formed San Fernando Petroleum Mining District issued claims to several prominent local figures. Andrés Pico and his nephew, Romulo Pico, received patents to the Pico Springs area, while local businessman Henry Clay Wiley secured claims in a nearby canyon where he was conducting exploration efforts.

Wiley was already well known in the region. He operated a hotel, restaurant and saloon with Ignacio del Valle, one of the most influential figures associated with Rancho San Francisco and the early development of the Santa Clarita Valley.

Although commercial oil production was still more than a decade away, the establishment of the district represented an important step toward organized petroleum development in the region.

Those early claims would eventually lead to the discovery of major oil reserves in Pico Canyon. In 1876, oil driller Charles Alexander Mentry struck oil at Pico Well No. 4, creating the first commercially successful oil well in the western United States and launching California’s modern petroleum industry.

The groundwork laid by Beale, Pico, Gelcich and Wiley in 1865 helped transform the Santa Clarita Valley into one of the birthplaces of California’s oil boom, a legacy that would shape the region’s economy and history for generations.
