“Phase 3” of a federal coronavirus, COVID-19, economic stimulus package that would potentially provide Americans with direct cash assistance was released by Senate Republicans on Thursday.
The White House is talking to congressional leaders of both parties about a stimulus package of more than $1 trillion to blunt the impact of the coronavirus crisis, officials said Thursday.
The GOP proposal, presented by Senate Majority Leader Mitch McConnell, outlines provisions to give small businesses federally guaranteed loans, provide direct payments to Americans and lend to hard-hit industries such as airlines.
The proposed bill promises up to $1,200 in “recovery rebates” to individual Americans who made no more than $75,000 and $2,400 to joint filers who made no more than $150,000 as of their 2018 tax return, according to the legislation.
For every $100 a person makes over those limits, $5 would be deducted from that amount.
For every child dependent in the household, $500 would be added to the total check amount.
Qualifying income includes earned income as well as Social Security retirement benefits and certain compensation and pension benefits paid to veterans. This ensures relief gets to low-income seniors and disabled veterans, according to Senate officials.
Meanwhile, Senate Democrats have outlined their own $750 billion emergency plan that would expand paid family leave, pick sick leave and unemployment insurance.
Treasury Secretary Steven Mnuchin laid out preliminary details of the Trump administration’s plan to send Americans relief money during a Thursday morning press conference.
In a memo laying out the administration’s request, the Treasury Department asked for two rounds of direct cash payments to taxpayers, worth $250 billion each. The first payment would be made April 6, and the second would come on May 18 if the crisis hasn’t abated.
The proposal includes sending payments directly to Americans totaling $500 billion, broken up into two segments, according to Mnuchin in an interview Thursday morning.
“The first one would be $1,000 per person, $500 per child,” Mnuchin said. “So for a family of four, that’s a $3,000 payment.”
Officials have previously said the money is expected to be allocated by income level, ensuring that the most wealthy Americans who have no need for assistance would be excluded.

California officials estimate that more than $1 billion in initial federal funding is needed to support the state’s coordinated COVID-19 response in pandemic search planning and implementation, according to a Thursday letter from Governor Gavin Newsom seeking federal assistance.
“Even before COVID-19 hit our communities, California families were struggling with a crisis in the cost of living in our state due to the uneven economic recovery from the Great Recession and deepening income inequality. To help stabilize families, state and local governments work together to provide a safety net that kept families from falling deeper into poverty,” said Newsom in the letter. “The COVID-19 virus and its economic impacts will substantially stress the safety net. Without a substantial economic intervention from the federal government, many of these middle-class households may fall into poverty. State and local governments need broad-based federal support to meet this moment and the needs of the people.”
The need for financial relief has only become more clear in the days since several states, including California, have limited the operation of service-based businesses throughout the nation, affecting millions of jobs, according to officials.
The sheer range of the impact upon the American populace is evidenced by the number of Americans applying for unemployment benefits, which surged to their highest level in over two years, the U.S. Labor Department said Thursday.
In the week ending March 14, workers filed 281,000 jobless claims, a jump of 70,000 from the previous week. This is the highest level for initial claims since September 2, 2017, when applications for aid reached 299,000. Additionally, the 33 percent jump from the week before is the highest one-week increase since 1992, according to Labor Department officials.
Financial analysts have claimed that the stimulus package could be approved as soon as next week; however, as the proposal must pass through negotiations to reach a bipartisan deal, the actual passage of the legislation may take more time.
It is currently unclear whether any final stimulus package would involve traditional paper checks mailed to residents, or whether direct deposits into bank accounts would be an option.
While the details remain in flux, the “phase three” package is expected to cost upwards of $1 trillion.

I really need the Recovery check! I have been reading about cutting back on expenses, but I am already down to less than the basic. I was born, raised, and live in Iowa all my life. I’m now on SS, and get $439 a month plus food stamps, which is my only income because I didn’t started working outside the home until after my divorce (a housewife doesn’t get paid well). $400 goes to rent and utilities, and $28 to term life insurance, which leaves $11 for rides to Fareway, Walmart. etc., so I rely on the pantry for extras, and hope they don’t get shut down.
My emergency fund is $5 in a saving account, so my question is will that work for direct deposit, or it would have to be a paper check mailed to me, which I would need to find out how to set it up if I qualify.
You need to file for your husband’s social security, it will be much more than you are getting now
I’m trying too see if i qualify
My ex husband claims children on his taxes but they live with me. Who will get the $500 per child? Also my daughter is 18 years old but a dependent- will she still be included in stimulus?
I am in the SAME EXACT situation Bonnie. My 3 live with me 365 days a year I have sole custody he takes them to lunch a few days a year but is allowed to claim them every other year. This SUCKS if he gets that money
yeah mine’s the same he can claim them even though they live with me most of the time. I can supposedly according to the decrees claim the kids if he is behind in child support or I make $30,000 a year. I’ve been trying to reason with him but he will not even discuss options since it is a crisis. The 1800 won’t let me leave a message
OK so my husband is divorced from his ex but she gets to claim her on her taxes and we do also as a dependant who will get the tax relief for that child and we also pay child support
I read it would be based off of 2018 tax return. What if you are now separated? My ex will get the amount for me and MY child he claimed in 2018?
Will this include people who have applied for ssi but still waiting on a hearing and have to rely on social services? This bill makes no sense some of the poorest people are on social services the cost of food is ridiculous and the amount of money we receive goes straight to Bill’s leaving nothing for household needs.
What about kids born in 2019? Would they get the stimulus check?
For children born in February, 2020, how do the parents receive a their advance refund of $500?
Any answer on this question?
I was wondering if i didn’t pay taxes in 2016 -2018 because I was on workmen’s comp. does this mean I don’t get a check. I was out of work for 3 years, and when I was able to go back to work, they replaced me. So I went back to work in 2019.@ minimum wage and only 20 hours a week . I am a older women that I have to support myself.
my daughter was laid off do to virus she had a baby in march of 2019 will she get a check for her since she just claimed her this year and does she need to do anything to make sure her child will be included in this
How do you claim the Child $500 credit for a child that was born in 2019?
Good question? Still have not found the answer. If you do please post.
So if Im on SSI disability because of mental illness and have to support myself l pay rent lights ect I don’t file taxes and alot of the extra help I was getting II can’t get now will I set a check too
Im in the same boat but physically disabled i dont file taxes because my income is so low how do i recieve a check?
Yes as long as nobody else claims you
What if your child is 17-18 years old. They are still your dependent but not a child?
I have been trying to figure this out too and can not seem to find a answer!
My ex husband have been divorced 4 years. He and I do not have communication at all and he has not seen or talked to our 2 kids in 5 years. Per our divorce, our papers state that he claims the child tax credit on even years and I claim on odd years. Does this mean he will get the stimulus because it is based on the 2018 tax return? I have sole custody. He pays child support only but does not come around ever.
I need to know the same thing. We have sole custody of my stepson, but his mother claims him every other year. She doesn’t get all of her possible visitations throughout the year (even though her child support was reduced specifically to pay for visitation travel). She pays a very minimal amount of child support each month ($200) and doesn’t offer any additional financial support for him. But since she claimed him in 2019 and we have all already filed our taxes, I think she is going to get the additional $500. Her job is still paying her, but I actually got laid off temporarily. My family needs the money to support this child right now, but I’m afraid she is going to get it. How will these situations be handled?
I have a mental health illness. I receive ssdi because of a physical and mental health issues. I don’t have to file a return do people on ssdi receive the stimulus package.?
I’m on SSDI ($1017.mth) am I qualified for it……?
What about children 17-18 claimed as dependents? Will they get their own checks or will 500 be sent to the parents?
According to the terms. We (parents) get nothing for them and neither do they. So basically if you have a child that is not under 17 and even if they still live at home and we claim them as a dependent on our taxes we get 0$ for them. It is ridiculous especially if they are 17 they still fant claim themselves anyway! I don’t know why they made it like this.
I agree who decided that a 17 year old Is not a dependent. They are not adults, are still in high school. we take care of them don’t we. No sense. They are really trying to take our money away anyway they can. But you can keep your child on your health benefits until 28 years old. Which proves the point even more. Ridiculous!!
Kids are left out unless UNDER 17. This is BS. My teen costs me way more than my younger child. She’s a student. Why will I get nothing for her?
I’m separated am I entitled to any money and who get the check??Also I been out of work on medical leave due to back problems I was supposed to have surgery this wk but cancelled because of the virus and I’m not allowed to return back to work cause I have no feelings in my legs and numbness. Am I entitled to money?
I’m curious as to how this works. I have Sole custody of both my children, if my children’s mother is current on child support she gets to claim one. But I receive child support from her and am on state assistance with both of my children. How would this be justified if they sent her the 500.00 for the relief on my daughter when I have them 100% of the time and she only gets supervised visits since 2017? I need the relief because I’m the one raising them and supporting them. Can anyone help answer how I can go about getting this fixed??
I’m a disable adult who draws disability but I’m claimed on finance taxes . I’m reading that I get 500 for the stimulus which goes to her. If I’m an adult why only 500
Will I get a check if I am a.health care provider of dementia for my husband on social security . But I’m not yet eligible to collect it yet.
My son turned 17 on Jan 2, 2020. Does that mean he doesn’t qualify for the 500$ per child?
Yes I have not worked since 2010. 2010 till beginning of this year was a stay at home mom and the kids daddy lived with and supported us. Well around Christmas we separated and I started my new job March 12. Will I get a stimulus check? Or no?
How about I’d you claimed someone who lives in your in 2018 and 2019 bit are not your child. They don’t qualify and you don’t get the 500 because they are not your child…how is that right or how do you apply for this if you can
